中國光大水務(01857.HK)：光大水務江蘇鎮江海綿城市建設PPP項目入圍聯合國歐經會2021年"更好重建"基礎設施獎項評選五強
格隆匯 4 月 29日丨中國光大水務(01857.HK)公吿，新加坡和香港–2021年4月29日-中國光大水務有限公司("光大水務"或"公司"，股份代號：U9E.SG及1857.HK)，一家以水環境綜合治理業務為主業的環保集團，欣然宣佈公司旗下江蘇鎮江海綿城市建設政府和社會資合作("PPP")項目("鎮江海綿城市項目")近日在聯合國歐洲經濟委員會("聯合國歐經會")"更好重建"基礎設施獎項(Building Back BetterInfrastructure Award)評選中躋身五強，並作為最佳"以人為"(People-first)PPP項目一在聯合國歐經會第五屆國際PPP論壇("國際PPP論壇")上進行案例展示。
聯合國歐經會於今年首次推出"更好重建"基礎設施獎項評選，旨在針對持份者與社區賦權、貧困及不平等、女性賦權、環境的可持續性、氣候變化和適應性幾個方面，在全球發掘能夠更好應對以上議題的"以人為"PPP項目。此次評選邀請了9位國際資深專家組成獨立評審小組，採用聯合國歐經會"以人為"PPP評估方法，通過22個評估基準和100項評估指標對來自25個國家的66個項目進行全面評估，配合國際PPP論壇881位註冊參會者的投票，並由聯合國歐經會執行祕書奧爾加·阿爾加耶羅瓦(Ms.OlgaAlgayerova)主持和宣佈評選結果。
鎮江海綿城市項目最終入圍決賽，位列五強。其餘入圍五強的案例包括：巴西的NovaCeasa蔬果供應中心項目、西班牙的Tenerife輕軌列車項目、菲律賓的Caraga區域發展計劃和百慕大(英國海外領土)的國際機場重建項目。
國際PPP論壇於2021年4月22日至26日舉辦，邀請各國代表、專家和學者通過視頻參會的方式齊聚一堂，圍繞新冠肺炎疫情下"更好重建"和可持續發展相關議題展開討論，旨在提供相關的戰略指引，檢討"以人為"PPP評估方法，尋找能夠提升弱勢羣體社區適應能力的"以人為"項目等。中國光大環境(集團)有限公司董事會主席兼行政總裁、光大水務董事長王天義受邀以視頻方式出席該論壇。
光大水務於2016年以PPP模式取得鎮江海綿城市項目，項目總投資約人民幣25.85億元。其中，中央財政專項投資人民幣12億元，光大水務參與組建的合資公司投資人民幣13.85億元(公司持有該合資公司70%股權)。該項目是中央財政予以支持的16個海綿城市建設試點項目、國家財政部PPP示範項目，入選國家發展改革委第二批PPP項目典型案例。
