嘉誠國際(603535.SH)：取得海關高級認證企業資質
格隆匯 4 月 23日丨嘉誠國際(603535.SH)公佈，公司於近日經廣州海關認證通過，公司在中國海關企業進出口信用信息等級已由一般認證企業上調為高級認證企業(最高級別)，即海關AEO高級認證資格。AEO是Authorized Economic Operator的簡稱，即“經認證的經營者”。
AEO制度是世界海關組織(WCO)《全球貿易安全與便利標準框架》中的核心制度。海關對信用狀況良好的企業給予通關優惠便利。實現互認後，AEO企業的貨物在互認國家和地區通關可以享受便利化待遇，能有效降低企業港口、保險、物流貿易成本，提升國際競爭力。
AEO高級認證企業除一般認證企業管理措施外，還適用下列管理措施：進出口貨物平均查驗率在一般信用企業平均查驗率的20%以下、可向海關申請免除擔保、減少對企業稽查、核查頻次、可以在出口貨物運抵海關監管區之前向海關申報、海關為企業設立協調員、AEO互認國家或者地區海關通關便利措施、國家有關部門實施的守信聯合激勵措施、因不可抗力中斷國際貿易恢復後優先通關、進出口貨物平均檢驗檢疫抽批比例在一般信用企業平均抽批比例的20%以下(法律、行政法規、規章或者海關有特殊要求的除外)、出口貨物原產地調查平均抽查比例在一般信用企業平均抽查比例的20%以下、優先向其他國家(地區)推薦食品、化粧品等出口企業的註冊、海關總署規定的其他管理措施。
中國海關已經與新加坡、韓國、歐盟、瑞士、新西蘭、以色列、澳大利亞、日本、英國等17個經濟體和43個國家(地區)實現AEO互認，我國海關高級認證企業在上述國家(地區)均能享受當地海關給予的最高級別通關便利。
