中鹽化工(600328.SH)：部分產品電價調整
格隆匯 3 月 15日丨中鹽化工(600328.SH)公佈，近日，公司收到內蒙古自治區發展和改革委員會、內蒙古自治區工業和信息化廳《內蒙古自治區發展改革委工信廳關於調整部分行業電價政策和電力市場交易政策的通知》(內發改價費字〔2021〕115號)，內蒙古自治區發展和改革委員會《內蒙古自治區發展和改革委員會關於明確部分行業執行差別電價和階梯電價加價標準的函》(內發改價費函〔2021〕131號)，內蒙古自治區為嚴格落實國家進一步加強能耗總量和強度雙控的工作任務，對電解鋁、鐵合金、電石、燒鹼、水泥、鋼鐵、黃磷、鋅冶煉8個行業電價政策和電力市場交易政策進行了調整。公司全資子公司中鹽吉蘭泰氯鹼化工有限公司(“氯鹼化工”)電石產品在此次電價調整範圍內。現將相關情況公吿如下：
電價調整額度：根據內發改價費字〔2021〕115號第一條第四款規定，“嚴格按照國家規定對電解鋁、鐵合金、電石、燒鹼、水泥、鋼鐵、黃磷、鋅冶煉8個行業實行差別電價政策。2021年徵收標準為限制類每千瓦時0.1元、淘汰類每千瓦時0.3元。”
上述條款中“限制類”電石行業主要是指單台容量在30,000千伏安以下的電石爐，目前公司氯鹼化工單台電石爐容量為27,000千伏安，在本次“限制類”範圍內。同時文件規定，列入限制類行業的，除自備電廠發電外，需要向蒙西電網採購網電的企業不允許參加電力市場多邊交易。目前電力多邊交易市場優惠價為0.028元/千瓦時。
電價加價實施時間：內發改價費函〔2021〕131號規定，“自2021年1月1日起，嚴格按照國家規定對電解鋁、鐵合金、電石、燒鹼、水泥、鋼鐵、黃磷、鋅冶煉8個行業實行差別電價政策”。
公司採用“電石法”生產聚氯乙烯樹脂及糊樹脂，配套建有年產能64萬噸電石裝置，主要為公司聚氯乙烯樹脂及糊樹脂產品生產提供原材料。執行上述電價加價政策後，電石產品製造成本將大幅增加，預計對公司2021年度經營業績將產生重要影響。
公司將嚴格貫徹落實內蒙古自治區相關單位決策部署，並積極採取相關措施，升級改造電石生產設備，提升單台電石爐容量。同時公司將進一步強化內部管理，提升降本增效力度，以降低電價調整對公司的影響。
