《两会》科技部:争取「十四五」基础研究占全社会研发投入比重达约8%
内地科技部部长王志刚在出席十三届全国人大全体会议後的「部长通道」时表示,「十三五」期间,整个中央财政科技投入增长了70%,但基础研究翻了一倍。说明在整个研发投入结构方面,基础研究投入的比重在加大,2019年首次超过6%,去年预计达到6.16%。
他表示,下一步,基础研究在国家科技全局中,要摆在更加重要的位置。首先,要制定基础研究十年行动方案,开展更加科学优化的顶层设计和系统布局,使基础研究在中国能够成系统地布局,成体系地推进。第二,继续加大基础研究投入,现在是6%,要争取「十四五」使基础研究占全社会研发投入的比重达到8%左右。第三,基础研究要更加强调国家战略目标导向和自由探索「两条腿」走路。第四,要更加鼓励青年科技人员投身基础研究。第五,要建一些基础学科研究中心和平台。
