上海:對部份商品住房實施5年限售政策
上海市住建委、規劃資源局和房管局等3個部門聯合發布《關於進一步加強本市房地產市場管理的通知》,明確對部份住房實施限售政策。即居民按優先購房政策購買的新建商品住房,在購房合同網簽備案滿5年後方可轉讓。
在強化住宅用地供應管理方面,上海市明確將加大商品住宅用地供應力度,保障性住房用地「應保盡保」,並單列租賃住房用地計劃。同時,上海市還要求各區量化地價調控目標,堅決遏制非理性拿地,以穩定市場預期、嚴防高溢價。
上海市還將深化完善房價地價聯動機制,商品住宅用地出讓實行限價競價。對非理性競價的企業,上海市規劃資源、房屋管理等部門將對其進行聯合約談警示。
該《通知》要求,對定價過高的新建商品住房項目,各區要堅決予以調整,切實承擔起項目價格備案管理的主體責任,指導開發企業合理定價,堅決防止上市銷售項目備案價格過高。
此外,上海市還將進一步優化房屋交易網簽備案制度,加大稅收徵管、購房資金核查和新購住房抵押監管的力度;持續整頓規範房地產中介經營行為,規範二手住房價格等信息發佈行為,嚴肅查處誘導虛高價格掛牌、哄抬房價、借機炒作、擾亂市場等行為;且嚴格規範企業購買商品住房等。(ta/w) ~
