中銀孫煜:財案兼顧短期挑戰及長期發展 對金融服務業支持有實質突破
政府發表新一份《財政預算案》,中銀香港(02388.HK)副董事長兼總裁孫煜認為,《預算案》兼顧短期挑戰及長期發展,在應對疫情挑戰、「穩經濟」、「紓民困」的同時,亦抓緊香港未來發展方向與新機遇,有助於高效推動香港經濟復甦,在新時代重拾增長動力。
孫煜指出,目前香港首先應加強疫情防控,盡快讓工商百業恢復正常運作。為此,預算案推出超過1,200億元的逆週期措施,為企業及市民紓困,包括預留資金為市民採購及接種疫苗、推出百分百擔保個人特惠貸款、向合資格市民發放5,000元消費券等,協助有需要人士暫度難關,促進釋放本地需求。雖然香港去年創下史上最大的財政赤字,但特區政府仍儘量為市民提供紓困支持,體現了其對民生訴求的重視。
中銀香港將繼續全力支持及配合落實特區政府普惠民生的措施,通過簡便的流程協助有需要的市民在最短時間內獲得貸款,共度時艱。
此外,孫煜認為,預算案對金融服務業的支持亦有實質性的突破。金融業作為香港的優勢產業,是實體經濟的重要支撐。預算案提出至少三項重要的金融服務舉措,以進一步加強香港國際金融中心地位。其一,預算案指出要加快落實債券通的南向交易,並爭取在年內開通。這將進一步完善兩地資本市場的互聯互通,不僅有助於內地投資者拓寬投資渠道,亦可為香港金融業帶來新資金流入。其二,預算案加快發展綠色和可持續金融,計劃在未來五年發行1,755億港元的綠色債券,可推動更多機構利用香港市場為綠色項目融資,鞏固香港作為區內綠色和可持續金融樞紐的地位。
其三,預算案提出多項推動家族辦公室業務的措施、以及立法容許外地基金遷冊來港等,將促進香港資產及財務管理業的發展;與此同時,特區政府將資助在香港上市的REITS的本地專業服務開支的七成,鼓勵REITS市場發展,為投資者提供多元化並回報穩定的投資機會。
香港應利用其區位優勢以及「一國兩制」的制度優勢,加快融入國家發展大局,更好發揮其國際金融中心的角色。中銀香港將把握機遇,充分發揮自身優勢,為香港社會的繁榮穩定及經濟發展貢獻力量。
