《即日市评》港府拟加股票印花税 恒指大成交跌 港交所挫
港府建议调高股票印花税率由0.1%升至0.13%，恒指今日急跌近3%失守三万关。美股昨晚先跌後升，道指及纳指各升0.1%及0.5%，执笔之时美汇指数跌至90.03，美股道指期货最新跌54点或0.17%，纳指期货最新跌0.3%。上证综指跌2%收3,564、深证成指下滑2.4%，内地创业板指数下滑3.4%，沪深两市成交额1.063万亿人民币。
恒指高开70点，早段曾升159点见30,792点，其後掉头向下，下午中段曾挫1,100点见29,532点，尾市稍为喘稳，全日跌914点或3%，收29,718点；国指跌399点或3.4%，收11,509点；恒生科技指数跌502点或5.1%，收9,360点。大市全日总成交额3,530.05亿元创新高。「北水」流出，沪、深港通南下交易录得净流出金额分别为80.38亿及49.09亿元人民币。
【拟升印花税 港交所急挫】
港交所今日股价曾挫12.3%一度低见489.6元，最终全日下滑8.8%收509元。券商股向下，耀才证券(01428.HK)、海通国际(00665.HK)及国泰君安国际(01788.HK)股价各跌5.8%、4.8%及8.4%。
财政司司长陈茂波发表新一份财政预算案，指充分考虑对证券市场和国际竞争力的影响後，决定提交法案调整股票印花税税率，由现时买卖双方按交易金额各付0.1%提高至0.13%。而港交所发言人表示，对港府决定提高股票印花税感到失望，但认同徵税是政府收入的重要来源。
美银证券发表报告表示，港府上调股票印花税税率提议，对港交所短期营业额影响属中性的，因为港股市场依然强劲，但从长期来看，高昂的交易成本将不利於港交所扩大及吸引投资者，构成负面影响。
【跌股千六只 零售股造好】
港股今日市宽转弱，主板股票的升跌比率为9比40(上日为23比23)，下跌股份1,631只(跌幅4.2%)，恒指成份股今日10只股份上升，下跌股份41只，升跌比率为19比79(上日为66比36)；大市今日录沽空416.57亿元，占可沽空股份成3,106.85亿元的13.408%(上日13.501%)。
新一份《财政预算案》提及会向每名合资格市民，分期发放5,000元电子消费券，莎莎(00178.HK)及卓悦(00653.HK)股价各弹9.3%及6.1%。(wl/u)
