山東路橋(000498.SZ)：擬參與明董項目施工一至五標段投標
格隆匯 2 月 19日丨山東路橋(000498.SZ)公佈，2021年2月，招標人山東高速建設管理集團有限公司(“建設管理集團”)發佈《明村至董家口公路工程施工招標文件》及《明村至董家口公路施工招標補遺書(第1號)》，公開選聘明村至董家口公路工程(“明董項目”或“該項目”)施工方。公司子公司山東省路橋集團有限公司、山東魯橋建設有限公司、山東省公路橋樑建設有限公司擬響應招標文件要求，採取施工與投資相結合的投標方案，以獨立投標方式參與該項目施工一至五標段投標。根據《招標文件》，每個投標人最多可對2個標段投標，且允許中1個標。
明村至董家口公路，路線全長130.596km，主線設置大橋5594.72米/19座、中橋953米/16座、小橋230.5米/8座、涵洞120道，互通式立交13處、主線上跨分離立交22處、主線下穿分離立交2處、橋式通道88座、涵式通道126道、天橋31座；服務區3處、養護工區2處、監控通信分中心1處、匝道收費站9處、主線收費站1處。全線採用雙向六車道高速公路標準建設，設計速度120公里/小時，路基寬度34.5米。項目施工期36個月，缺陷責任期24個月。招標範圍為本項目標段內所含路基工程、路面工程、橋涵工程、交叉工程、排水工程、防護工程、綠化環保工程（不含互通立交匝道圈及沿線設施場區等綠化）、預埋管線工程、臨時工程、三改工程、收費廣場的土石方、場區道路、廣場等工程的施工準備階段、施工階段、交工驗收階段與缺陷責任期階段的施工。
此次招標的為施工1標段到施工5標段，其中施工1標段長度26.05KM；施工2標段長度21.88KM；施工3標段長度22.78KM；施工4標段長度37.98KM；施工5標段長度21.91KM。
根據招標人發布的《招標文件》《1號補遺書》及圖紙等相關資料結合公司現場踏勘及施工總承包經驗，公司相關子公司擬響應招標要求，採取施工與投資相結合的投標方案，以獨立投標的形式參與本項目投標；為爭取施工機會，參與投標的子公司擬承諾中標後作為有限合夥人按照不低於中標價的20%認購招標人指定的項目專項基金，與招標人指定的基金管理人簽署《合夥協議》。公司相關子公司擬參與投標一至五標段，承擔施工工程量總額最高不超過80億元，對應承諾投資額最高不超過16億元。最終承擔的施工工程量按中標額確定，最終承擔的出資額按不低於各自標段中標價的20%確定。
根據招標文件及補遺書要求，中標的子公司承擔施工工程量總額預計不超過80億元，並承諾作為有限合夥人按照不低於中標價的20%認購招標人指定的項目專項基金，與招標人指定的基金管理人簽署《合夥協議》。最終承擔的施工工程量按中標額確定，最終承擔的出資額按不低於各自標段中標價的20%確定。
