加拿大效仿澳洲 拟立法要求Facebook转载新闻须付费
加拿大将寻求Facebook(FB.US)向当地传媒付费,并承诺Facebook若禁止用户在动态消息上分享新闻,政府亦不会退缩。
较早时Facebook禁止澳洲用户在动态消息上分享新闻,以回应澳洲政府立法要求社交平台转载新闻时需向相关新闻机构付费。
加拿大文化资产部长Steven Guilbeault谴责Facebook的行动,并表示此举不会阻止加拿大在未来数月推出类似的法例。
他称,加拿大可以采用澳洲模式,要求Facebook及谷歌与传媒自行达成授权费用,又或者可以使用法国模式,逼使社交平台就向媒体付费进行公开协商。
另外,纽约分析公司Chartbeat的数据显示,在Facebook禁止澳洲用户在动态消息上分享新闻後,澳洲新闻网站的总访问量下降约13%。
