潛能恆信(300191.SZ)：擬簽署渤海09/17合同區年度鑽井總包服務合同
格隆匯 2 月 8日丨潛能恆信(300191.SZ)公佈，公司海外全資子公司智慧石油投資有限公司(英文名稱：SMART OIL INVESTMENT LTD.“智慧石油”)通過參與中國海洋石油集團有限公司(“中國海油”)組織的海上對外開放區塊招商，取得渤海09/17區塊勘探開發權益，並於2019年4月12日與中國海油簽訂了產品分成合同——《中國渤海09/17合同區石油合同》，智慧石油成為渤海09/17合同區(“合同區”)內勘探、開發、生產作業的作業者。
根據合同區2020年度勘探工作計劃及預算，原計劃在2020年鑽探2口初探井，因受新型冠狀病毒肺炎疫情影響轉為2021年度實施。根據渤海09/17合同區按照“處理解釋一體化、地震地質一體化、勘探開發一體化”思路指導三維地震地質研究成果，對明化鎮、館陶組、沙河街組、侏羅系等多套層系進行立體勘探及含油氣綜合地質評價，整體資源潛力大、有利目標多，優選出第一批可實施的3口初探井井位，其鑽探目的以證實09/17合同區預測有利圈閉含油氣情況和儲量規模，為渤海09/17區塊2021年度整體勘探與評價工作奠定紮實基礎。
截止目前，智慧石油已完成上述3口井相關鑽井地質設計、工程設計及海況調查等鑽前準備工作，並自2020年底組織開展了鑽井總包服務及錄井、測井、試油等相關配套服務的招投標工作。
智慧石油2021年1月完成了09/17合同區2020年-2021年鑽井總包服務的招標工作，經過評標委員會公平、認真的評審，北方海洋鑽井(青島)有限公司(“北方海洋”)最低價中標，上述內容上報中國海油並得以確認。智慧石油擬與北方海洋簽署《渤海09/17合同區2020年-2021年鑽井總包服務合同》(“總包合同”)，根據智慧石油鑽井地質設計、工程設計，北方海洋將使用自升式鑽井平台國裕(原名：N610)號鑽井平台或Magellan號鑽井平台對09/17合同區進行3口井的鑽探作業，合同總金額預計為約1.64億元人民幣。
為支持公司整體戰略，為海上區塊鑽井作業提供平台保障，公司實際控制人一致行動人周子龍先生控股的青島錦龍智能鑽井有限公司(“青島錦龍”)自2020年通過多種形式分別與Northern Offshore，Ltd.國內控股子公司青島北方麥哲倫鑽井平台有限公司(“麥哲倫公司”)及北方海洋開展深度合作。
