上海建工(600170.SH)：聯合體預中標濱海港工業園區港城啟動區投資及開發建設項目
格隆匯 2 月 8日丨上海建工(600170.SH)公佈，近日，公司聯合下屬上海建工集團投資有限公司、上海市政工程設計研究總院(集團)有限公司、上海市建工設計研究總院有限公司、上海建工(浙江)水利水電建設有限公司組成的聯合體(“聯合體”)參與了濱海港工業園區港城啟動區投資及開發建設項目競標。經評標，聯合體為該項目中標候選人。聯合體將與項目招標人鹽城市海興集團有限公司(“招標人”)簽訂該項目投資建設合同。
待與招標方簽訂項目投資建設合同後，公司及下屬子公司與招標人共同成立項目公司(其中公司及下屬子公司出資80%，招標人出資20%)，項目公司負責該項目投融資及開發建設等。公司就該項目的總投資預計為84.40億元，納入公司2021年度投資預算內。該項投資不屬於關聯交易和重大資產重組事項。
該項目位於江蘇省鹽城市濱海港工業園區，合作範圍約13.3平方公里，包含濱海港港城啟動區道路、非道路項目的投融資及開發建設和徵地搬遷等。道路項目總投資約13.00億元，非道路項目總投資約92.50億元。非道路項目包含：公園綠地、安置房、體育場、文化設施、醫療衞生、中小學、水利設施、漁港漁村、環衞設施、消防設施、交通場站等項目。(招標人可以調整合作範圍內的合作內容)
該項目按照“區域整體投資建設一體化”的開發理念，採用ABO模式(授權Authorize－建設Build－運營Operate)由項目公司具體負責項目的修建性詳細規劃、項目立項、勘察、設計、建設、移交等工作，由招標人具體負責項目運營。
該項目預計總投資約為133.20億元，其中徵地搬遷費27.70億元(由招標人承擔並支付)，建安工程費暫定97.00億元，規劃、勘察、設計費暫定2.06億元，項目建設及經營管理費用暫定1.94億元，土地費用、開工手續費暫定4.50億元。
項目資本金總額為20億元。項目公司註冊資本金為2億元，其中招標人出資0.4億元，聯合體出資1.6億元。公司就本項目的總投資預計為84.40億元。
