政府成功发售25亿美元绿色债券 首发30年期绿债获7倍认购
政府宣布，在政府绿色债券计划下成功发售总发行金额为25亿美元的绿色债券。
是次绿色债券发行共有3期：5年期发行金额为10亿美元，10年期为10亿美元，30年期为5亿美元，为香港和区内的潜在发行人建立了全面的基准曲线。当中30年期为亚洲首个由政府发行的30年期绿色债券，亦是香港特区政府目前所发行最长年期的债券。
在2021年1月25日举行网上路演後，这批根据规则144A/规例S发售的美元绿色债券於2021年1月26日定价：5年期的收益率为0.635%(与5年期美国国债差距为22.5基点)，10年期为1.414%(与10年期美国国债差距为37.5基点)，30年期为2.431%(与30年期美国国债差距为62.5基点)。环球投资者对这批绿色债券需求强劲，5年期及10年期皆各自吸引逾其发行金额5倍的认购金额，而30年期则吸引逾其发行金额7倍的认购金额。
政府指是次交易吸引不同类别的传统和绿色投资者，亚洲区的机构投资者反应尤其踊跃，夺得总发行额65%，显示出亚洲区投资者对绿色投资产品的兴趣大增，同时也凸显了香港在引领区内绿色金融发展方面的领导作用。欧洲和美国投资者分别获分配总发行额的20%和15%，而值得注意的是，该两个地区的投资者对长年期的绿债有较明显的偏好，合共取得30年期的一半发行额。按投资者类别计，34%分配予银行、46%予基金经理、私人银行及保险公司，以及20%予中央银行、主权基金及国际组织。
财政司司长陈茂波指，这笔交易能够凸显及运用香港作为区内领先绿色金融枢纽的优势，进一步促进绿色和可持续债券市场的发展，而政府在2019年成功发售首批绿色债券的基础上，成立了全世界首个专为发行绿色债券而设的政府类别「全球中期票据发行计划」，促进香港特区政府恒常的绿色债券发行活动。
是次发售绿色债券由东方汇理银行及汇丰担任联席全球协调行、联席牵头行、联席簿记行及联席绿色结构银行。法国巴黎银行、花旗、工银亚洲、摩根大通及渣打银行为联席簿记行和联席牵头行。(el/k) ~
