接棒物業股!寒冬中迎政策春風,首程控股(0697.HK)停車業務引發暢想

城市停車難問題已是一、二線城市共存的“頑疾”,多年來,一“位”難求的局面始終難以得到根本性改善,停車作為民生問題的一部分,已得到政府部門的高度重視。

(一)城市停車“補短板”

自2019年7月的高級別會議將城市停車列為“補短板”工程的內容,各地不斷出台相應落地政策,鼓勵停車行業發展,停車行業的發展被提升到新高度。2020年,北京、上海、深圳、南京、青島等全國數十個城市陸續出台政策鼓勵建立城市級智慧停車平台,提升城市停車基礎設施運行效能。

(二)“內循環”打通停車行業

在當前經濟降速疊加疫情衝擊的複雜形勢下,經濟發展轉向“逐步形成以國內大循環為主體,構建國內國際雙循環相互促進的新發展格局”,打通內循環的消費環節。2020年10月,發改委印發《近期擴內需促消費的工作方案》,《方案》提出,更好利用地下空間建設公共停車場,允許有條件的地方利用地下空間建設公共停車場或立體停車庫,並依法依程序辦理相關手續。此外,《方案》還要求探索停車場綜合運營管理機制改革,支持停車場經營汽車維修保養、清洗美容、快遞物流等多業態,進一步增加停車場運營收益。

(三)定價機制的市場化趨勢

住建部等10部門近日聯合印發《關於加強和改進住宅物業管理工作的通知》,《通知》明確指出要完善物業服務價格形成機制,為物業費市場化定價提供了政策支持。與物業費類似,停車收費長期受到價格管制,即便在當前一、二線城市飽受“停車難”問題困擾的背景下,停車費也並沒有體現停車位供需之間的突出矛盾。

目前,僅北京一地在2018年5月全面放開停車收費定價權(路側停車除外),將定價權交還給停車場經營者,而其他城市仍主要採用政府定價、政府指導價的定價方式。但部分城市已有所放鬆,對符合條件的停車場(庫)允許採用市場調節價,例如,在上海,外資公共停車場(庫)由經營單位自主制定機動車停放收費標準;在天津,商場、娛樂場所、賓館酒店、寫字樓等建築物配套停車場,以及企業或個人投資建設的建築物停車場(政府全額或參與投資興建的除外)停車收費,實行市場調節價,由經營者自主確定;在南京,政府與社會資本合作(PPP 等方式)以及社會資本全額投資建設的、獨立專業機械立體(住宅區域除外)停車設施收費實行市場調節價。

目前A股和港股市場停車行業標的公司較少,首程控股(0697.HK)是極具特點的純正停車概念股,被稱為“中國停車第一股”,該公司聚焦停車資產的運營管理,通過智能化、科技化手段盤活存量停車資產。同時,首程控股亦通過投資建設立體停車庫/停車樓以解決停車位供需的突出矛盾。在層層利好政策的推動下,停車概念股或許會接棒物業股,得到資本市場青睞。
