中国联通(600050.SH)：联通红筹公司对纽约证交所多次推翻其自身决定的情况感到失望
格隆汇 1 月 7日丨中国联通(600050.SH)公布，联通红筹公司于2021年1月7日收盘后在香港联合交易所有限公司(“香港联交所”)网站发布题为“纽约证交所宣布重新启动美国存托证券下市程序”的公告，主要内容如下：
于2021年1月6日(美国东部标准时间)，联通红筹公司收到纽约证交所的进一步通知，纽约证交所再次推翻其先前的决定，亦即纽约证交所监管部门已经决定重新启动联通红筹美国存托证券的下市程序，以遵守行政命令。该最新决定乃基于美国财政部外国资产控制办公室(“OFAC”)向纽约证交所提供的以下新的具体指引而作出：根据行政命令第1(a)(i)条，自2021年1月11日上午9:30(美国东部标准时间)开始，美国人士不得进行行政命令中所规定的若干交易，包括对联通红筹美国存托证券的交易。联通红筹公司特此提请投资者注意该项新的OFAC指引，其中就行政命令对联通红筹公司普通股和美国存托证券的适用性作了进一步解释，投资者可考虑就此寻求专业意见。该项新的OFAC指引可于https://home.treasury.gov/policy-issues/financial-sanctions/faqs/864 查阅。
纽约证交所获告知全国证券结算公司将就直至2021年1月8日(美国东部标准时间)执行的联通红筹美国存托证券交易进行结算，因此纽约证交所将于2021年1月11日上午4:00(美国东部标准时间)暂停联通红筹美国存托证券的买卖。纽约证交所将向美国证券交易委员会提出申请，于完成包括对纽约证交所监管部门职员的决定提出之任何上诉(如有)在内的所有适用程序后，将联通红筹美国存托证券下市。
自2000年上市以来，联通红筹公司一直严格遵守各项法律法规、市场规则及上市地的监管要求，依法合规运营。联通红筹公司对纽约证交所多次推翻其自身决定的情况感到失望，这损害了联通红筹公司及其股东的利益。
联通红筹公司预计纽约证交所多次推翻其自身决定的情况及上述新的OFAC指引对联通红筹公司的普通股和美国存托证券的交易价格及交投量产生影响。联通红筹公司将继续密切关注相关事项的进展，寻求专业意见并保留所有权利，以保护联通红筹公司的合法权益。未来将根据香港联交所证券上市规则及适用法律按需要适时另行公告。
