廣州發展(600098.SH)：子公司擬投建廣州金融城起步區綜合能源項目 項目總投資約13.48億元
格隆匯 12 月 31日丨廣州發展(600098.SH)公佈，為滿足廣州國際金融城起步區及周邊區域用冷負荷的需求，實現區域能源系統佈局的合理性，保障區域用能的經濟性與持續性，公司屬下控股子公司廣州綜合能源有限公司(“綜合能源公司”)擬於廣州市天河區棠下街道廣州國際金融城起步區內投資建設廣州金融城起步區綜合能源項目(“金融城項目”)。
項目總投資約13.48億元，資本金為約4.04億元，佔項目計劃總投資比例為30%，由綜合能源公司各股東按股比根據項目實際建設進度和資金需求分步注入。其中電力集團按70%持股比例增資約2.5億元，資本金以外所需資金通過銀行貸款等融資解決。
金融城項目將在金融城起步區建設三個冷站、多種能源設施和一個智慧能源控制系統，主要通過冰蓄冷系統供冷實現電力削峯填谷，運用智慧能源系統，實現多能互補。項目規劃建設總供冷規模為249MW(70811RT)的電製冷機組、冰蓄冷集中供冷設備及配套設施，以及充電樁、儲能和智慧能源控制系統等綜合能源設施。按照冷負荷需求預測，項目計劃分三期建設。
一期工程擬建設交通樞紐冷站、東部冷站及供冷管網，總供冷能力29264RT，對起步區中部和西北部實施集中供冷二期工程擬建設西部能源站，供冷能力18538RT，對起步區西南部實施集中供冷。三期工程擬建設東部冷站擴建工程，與一期東部冷站規模基本一致，對起步區東北部和南部實施集中供冷。充電樁、儲能等能源設施和智慧能源控制系統根據現場實際施工進度同步實施。
根據可行性研究報吿，按項目收取的冷費參照珠江新城冷站的收費標準0.625元/kW(含税)，支付的電費參照廣東省發改委發佈的三段式蓄冷電價標準(峯平谷電價比價1.65:1:0.25)測算，項目資本金財務內部收益率8.19%(税後)。
金融城項目是廣州市政府、市發改委和天河區政府高度重視的示範項目，項目將引領本地區域能源、綜合能源產業的發展，是公司綜合能源服務轉型方面的重要突破，將為公司“十四五”轉型升級培育新動能，公司將開啟面向綜合能源發展和服務模式探索的新起點、新理念、新機遇。
