內房首家！旭輝(00884.HK)獲香港品質保證局“綠色金融發行後認證”
近日，香港品質保證局(HKQAA)為旭輝今年發行的首支綠色債券頒發“綠色金融發行後認證”證書，以肯定旭輝所發行的綠債在資金使用、環境保護及節能減排方面的貢獻。
資料顯示，作為香港政府指定的綠色金融認證機構，香港品質保證局在2018年正式推出“綠色金融認證計劃”，為發行者的綠色金融債務工具提供第三方認證服務。計劃旨在發掘綠色金融市場新機遇，推廣綠色金融理念，並在香港、內地及全球推動環境友善投資。
該計劃提供兩種認證：綠色金融發行前認證及發行後認證，以評估綠色金融工具和投資項目的資格。其中，發行後認證會根據申請者提出的環境方法聲明，每年核查實施綠色項目的進度和有效性。
此次香港品質保證局為旭輝頒發“綠色金融發行後認證”證書，也讓旭輝成為首個獲得該項認證的內地房地產企業。分析認為，認證有助提升旭輝在綠色金融領域的公信力及投資者信心，也進一步展示了旭輝推動綠色投資的決心，並有望吸引更多潛在綠色金融投資者。
今年7月，旭輝宣佈成功發行一筆3億美元5.25年期境外綠色債券，利率5.95%；隨後又在8月增發2億美元，合計發行5億美元。這是旭輝首次發行境外綠色債券，所募集資金將用於綠色項目的研發、開發與運營。
旭輝的首筆綠債發行接連獲得權威專業機構的好評。在標普今年10月的全球評級報吿中，旭輝綠債獲評E1最高評級，評分在全球房企中排名第三，在中國境內則排名第一。此外，在港交所今年12月成立的“可持續及綠色交易所”(STAGE)中，旭輝的首筆綠色債券也被收錄在內，成為“綠色交易所”首批企業中唯一的中國內地房企。
除了綠色金融，旭輝在可持續發展的其他領域也有所建樹。在今年7月首次發佈ESG獨立報吿之後，旭輝於8月獲納入恆生可持續發展企業基準指數，並在9月獲得全球最大指數公司MSCI上調公司ESG評級至BB級。
旭輝控股董事局主席林中曾表示：“我們正面臨一個更為波折不安的時代，衡量公司經營成功與否不僅只在於短期財報數字的增減，更重要的是公司可持續經營發展的潛力。”旭輝在綠色金融等方面的努力與成果不斷獲得認可，表明公司已逐漸成為內房企業中踐行綠色可持續發展的代表。
據其官網介紹，香港品質保證局是由香港政府於一九八九年成立的非牟利機構，致力協助工商業發展質量、環境、安全、衞生、社會及其他管理體系。該局是中國合格評定國家認可委員會(CNAS)、香港認可處(HKAS)、英國認可局(UKAS)等部門的認可認證機構，同時還擔任專業社會責任審核員協會(APSCA)會員、《綠色債券原則》觀察員等角色。
