政府邀港鐵(00066.HK)開展北環線項目詳細規劃及設計 第一期料2023年動工
行政長官會同行政會議已批准政府邀請港鐵公司(00066.HK)開展北環線項目的詳細規劃及設計。
北環線是《鐵路發展策略2014》中建議的七個鐵路方案之一,該項目包括設置古洞站,並在現有西鐵線錦上路站及古洞站之間興建一條10.7公里長的連接鐵路。港鐵公司建議北環線的建造分兩期推展。第一期為落馬洲支線上增設古洞站;第二期為錦上路站及古洞站之間的北環線主線,並於新田、牛潭尾及凹頭增設三個中途站。
古洞站的主要功能是滿足古洞北新發展區的運輸需求。古洞北新發展區於全面發展後將容納合共11.97萬人口和3.33萬個職位。古洞站落成後將可利便區內居民使用鐵路運輸系統,減少出行所需時間。
運輸及房屋局發言人估計古洞站在50年的營運期內可為公眾合共節省約1.35億小時。古洞站的經濟效益,包括上述節省的時間價值,估計約為140億元(按2015年價格計算)。
北環線第二期連接東鐵線及西鐵線,在新界及九龍形成一個環狀鐵路,從而大大改善新界東與新界西之間的運輸連接。北環線主線將為附近的居民提供替代運輸選擇,並且減少現有人口和日後因北環線沿線發展所帶來新增人口的行程時間。
發言人指北環線對於釋放沿線土地未能充分利用的發展潛力至關重要。北環線的落實可為沿線地區創造更多發展機遇,令該區一帶的土地用途更為高效,從而實現本屆政府提倡「基建先行」及「創造容量」的規劃方式。運輸能力的提高不僅有利於規劃中的主要政府項目,並會鼓勵發展商提前推展其發展計劃以及造就更多房屋單位的供應。
為了支持政府的造地計劃,並釋放鐵路沿線用地的發展潛力,政府已邀請港鐵公司同步進行北環線第一期及第二期的詳細規劃及設計。政府將與港鐵公司就項目的財務安排作進一步談判。
北環線第一期預計於2023年動工建造,並在2027年竣工;而北環線第二期預計於2025年動工建造,並在2034年竣工。
