廣州發展(600098.SH)：控股子公司擬投建LNG二期項目 總投資約34.41億元
格隆匯 12 月 16日丨廣州發展(600098.SH)公佈，為進一步優化產業結構、提高清潔能源使用規模和利用效率，公司屬下控股子公司廣州發展南沙電力有限公司(“南沙電力公司”)擬於廣州市南沙區南沙街廣州發展南沙產業園投資建設廣州珠江LNG電廠二期骨幹支撐調峯電源項目(“LNG二期項目”)。
南沙電力公司成立於2012年8月，註冊資本為5.83億元，主要從事電力產業規劃、投資、建設與運營，公司全資子公司廣州發展電力集團有限公司(“電力集團”)與廣州珠江電力有限公司(“珠江電力公司”)，以及廣州市金譽實業投資集團有限公司分別持有其50%、22%、28%股權。截至2020年10月30日，南沙電力公司資產總額約2.58億元，負債總額814.42萬元，所有者權益約2.5億元。
LNG二期項目總投資約34.41億元，其中項目資本金為約6.88億元佔比20%，資本金以外資金通過銀行貸款或其他融資方式解決。項目資本金由廣州發展電力集團有限公司按50%持股比例出資約2.59億元；廣州珠江電力有限公司按22%持股比例出資約1.14億元，其中以項目用地按土地評估值作價出資約1.07億元，現金出資676.07萬元，根據項目實際建設進度和資金需求分步注入。
LNG二期項目規劃建設2×600MW燃氣調峯機組及其配套設備，第一台機組計劃於2022年12月投產，第二台機組計劃於2023年3月投產。根據項目可行性研究報告，按機組年利用小時數3,300h、上網電價0.605元/kWh、天然氣單價(含税)2.47元/Nm3測算，項目資本金財務內部收益率(税後)為9.85%。
LNG二期項目為廣東省和廣州市2020年重點項目，對推動廣州市經濟結構調整，優化產業結構，帶動相關產業發展，實現循環經濟具有積極意義。本項目的建設可以優化公司產業結構，提高清潔能源裝機規模和利用效率，保障電力供應的安全性和可靠性，起到骨幹支撐調峯作用。項目由公司全資子公司廣州燃氣集團有限公司提供氣源，項目投產後將進一步提升廣州市用氣規模，促進公司電力業務和燃氣業務協同發展。項目符合國家節能降耗減排的產業政策，可以促進環境保護，實現社會和企業的可持續發展。
