行政长官会同行政会议已批准政府邀请港铁公司(00066.HK)开展北环线项目的详细规划及设计。

北环线是《铁路发展策略2014》中建议的七个铁路方案之一,该项目包括设置古洞站,并在现有西铁线锦上路站及古洞站之间兴建一条10.7公里长的连接铁路。港铁公司建议北环线的建造分两期推展。第一期为落马洲支线上增设古洞站;第二期为锦上路站及古洞站之间的北环线主线,并於新田、牛潭尾及凹头增设三个中途站。

古洞站的主要功能是满足古洞北新发展区的运输需求。古洞北新发展区於全面发展後将容纳合共11.97万人口和3.33万个职位。古洞站落成後将可利便区内居民使用铁路运输系统,减少出行所需时间。

运输及房屋局发言人估计古洞站在50年的营运期内可为公众合共节省约1.35亿小时。古洞站的经济效益,包括上述节省的时间价值,估计约为140亿元(按2015年价格计算)。

北环线第二期连接东铁线及西铁线,在新界及九龙形成一个环状铁路,从而大大改善新界东与新界西之间的运输连接。北环线主线将为附近的居民提供替代运输选择,并且减少现有人口和日後因北环线沿线发展所带来新增人口的行程时间。

发言人指北环线对於释放沿线土地未能充分利用的发展潜力至关重要。北环线的落实可为沿线地区创造更多发展机遇,令该区一带的土地用途更为高效,从而实现本届政府提倡「基建先行」及「创造容量」的规划方式。运输能力的提高不仅有利於规划中的主要政府项目,并会鼓励发展商提前推展其发展计划以及造就更多房屋单位的供应。

为了支持政府的造地计划,并释放铁路沿线用地的发展潜力,政府已邀请港铁公司同步进行北环线第一期及第二期的详细规划及设计。政府将与港铁公司就项目的财务安排作进一步谈判。

北环线第一期预计於2023年动工建造,并在2027年竣工;而北环线第二期预计於2025年动工建造,并在2034年竣工。
