凌鋼股份(600231.SH)：子公司擬實施“邊家溝採區露天轉地下開採項目”
格隆匯 12 月 16日丨凌鋼股份(600231.SH)公佈，公司第八屆董事會第五次會議決議，審議通過關於同意全資子公司凌鋼股份北票保國鐵礦有限公司實施“邊家溝採區露天轉地下開採項目”的議案；
公司全資子公司凌鋼股份北票保國鐵礦有限公司(“保國公司”)邊家溝採區年產70萬噸礦石項目系2011年經遼寧省發改委核准(遼發改工業〔2011〕52號)，開採方式為露天和地下開採，採礦許可證有效期至2025年7月，設計可利用資源量1200萬噸。露天開採自2011年開始實施，於2018年9月結束，期間採出礦石695萬噸。按照項目核准及設計要求，標高150m以下實施地下開採，資源儲量約660萬噸，其中磁性礦不低於230萬噸，其餘部分為混合礦。
現根據市場情況並匹配保國公司鐵蛋山採區-190m以上兩個中段開採時間，提高自採礦石供應能力，有效解決選礦能力大，採礦能力小的問題，實現選礦系統2021-2025年滿負荷生產，保國公司擬對邊家溝採區實施露天轉地下開採。主要針對230萬噸磁性礦石，新建斜道坡、管纜井、平峒、風井等。設計年生產礦石60萬噸。
項目採用工程建設及採礦總承包方式，計劃投資1.09億元，其中項目設計費120萬元、土地出讓費約200萬元、監理費約80萬元等共計400萬元費用由保國公司直接出資，其餘1.05億元由承包方出資，在項目投產後承包方以其採出的經磁滑輪拋尾後的淨礦石與保國公司進行結算，回收投資並獲取收益。項目建設工期1.5——2年。
礦石結算價格採用不高於保國公司鐵蛋山採區近10年礦石平均製造成本、平均選比和鐵精礦平均品位調整後確定，具體由雙方在協議中約定。
在採礦證有效期內，承包方承擔磁性礦石儲量不足230萬噸及未能全部採出的投資風險。
項目完成後，可採出磁性礦不低於230萬噸，預計淨現值4,021萬元。項目投資回收期為3.22年。
