《大行报告》中金:内地对系统重要性银行资本要求提高 料市场已充分预期
中金发表报告表示,於12月3日央行、银保监会发布《系统重要性银行评估办法》,是2018年监管发布《关於完善系统重要性金融机构监管的指导意见》的实施细则之一,认为评估办法的出台将有效降低系统性金融风险的发生,另进入名单的系统性重要机构资本要求提高,市场对此预期较为充分。
该行补充,认为《评估办法》是金融稳定理事会评估全球系统重要性银行的中国版,目的在於防范「大而不能倒」;可能会增加系统重要性银行的监管成本,包括在附加资本、杠杆率、大额风险暴露、公司治理、恢复处置计划、信息披露和数据报送等方面满足附加监管要求,并需要建立早期纠正机制,降低复杂性和系统性风险,健全资本内在约束,提升抵御风险和吸收损失的能力。
