被美列入“黑名單”！中芯國際港股臨時停牌

12月4日，中芯國際(0981.HK)在香港停牌，停牌前跌2.25%報21.7港元。A股早盤一度跌近2%報59.01元。
此前，據英國路透社報道，特朗普政府正式把國內的中芯國際加入所謂的“軍工企業黑名單 ”。
針對這個新聞，中芯國際公告：“今早關注到美國國防部網站有一則將本公司加入中國涉軍企業名單的消息，本公司正在評估影響，請各位投資者注意投資風險。”
中芯國際是國內最大的晶圓廠，根據財報數據顯示，中芯國際第三季度營收10.8億美元，市場預估9.948億美元；第三季度淨利潤2.564億美元。預期第四季度收入環比減少10%-12%，全年收入增長預期上修為24%-26%。
財報顯示，中芯國際2020年第三季銷售額為10.825億美元，同比增加15.3%。2020年第三季銷售額增加主要由於需求強勁、平均售價上升和其他收入增加所致。其他方面，據報道，中芯國際2020年第三季毛利為2.620億美元，較2020年第二季的2.486億美元增加5.4%。第三季毛利增加主要由於上述銷售收入和銷售成本增加的淨影響所致。2020年第三季毛利率為24.2%，相比2020年第二季為26.5%。
這個所謂的“黑名單”源自於美國1999年頒佈的一項法律規定，五角大樓必須編制一份由中國軍隊 “擁有或控制”的“軍工企業”名單，但美國國防部直到2020年才遵照執行。據相關人士透露，這次所謂的名單，只是與海外的一些投資有關，並沒涉及其他。
日前，海康威視、中國電信和中國移動等商業巨頭已被加入這份名單中。路透社報導，白宮透過發佈行政命令對黑名單上的企業進行制裁，從2021年11月起禁止美國投資者購買黑名單公司的證券。這可能會對一些中國大型企業產生影響，比如中國電信、中國移動、華為，以及海康威視等等。
根據媒體報道，出現在美國國防部名單上的中國企業不會因此受到懲罰。不過，根據上述法律，美國總統可能會實施制裁，有可能包括限制名單上各方的所有財產。
此外，路透社之前也報導，特朗普政府即將宣佈把89家中國航空航天和其他公司有軍事關係，限制它們購買一系列美國商品和技術。
一直以來，中芯國際都強調，作為代工企業，公司面向海內外多元化客户，自成立以來嚴格遵守經營地法律，合法合規經營。公司與供應商、客户及相關機構保持積極的溝通。在三季度的財報説明會上，中芯國際也表示，公司正全面評估美國出口管制對公司生產與運營的影響。目前公司正常運營，短期內出口管制對公司產生一定影響但影響可控。公司會繼續跟進此事，並持續評估影響。
而針對美國的這個舉動，在11月30日的記者會上，中國外交部發言人則表示，我們已經多次就此類問題闡明中方立場。中方堅決反對將中方有關企業合作政治化的做法，希望美方為中國企業經營提供公平、公正、非歧視的環境，而不是濫用國家安全名義對中國企業實施制裁或採取歧視性限制措施，為中美之間的正常交流合作設置障礙和壁壘。
