《大行報告》花旗:施政報告對港樓市及地產股影響中性 料樓價短期穩定
花旗發表報告表示,就香港特區行政長官林鄭月娥昨天(25日)發表《施政報告》,房屋政策再次成為關鍵話題,指《施政報告》所述房屋政策已經被市場期待已久,該行認為不讓人感到任何意外,該行對今次《施政報告》對本港住宅市場和地產發展商的影響保持中性看法。
該行認為本港地產股受新冠疫情等影響下估值低廉,一旦情勢逆轉,會令資金流入相關板塊。該行在本港地產發展股中,首選新地(00016.HK)及新世界發展(00017.HK),在收租股中首選九龍倉置業(01997.HK)和恆隆地產(00101.HK)。
就《施政報告》公布今天(26日)起取消非住宅物業雙倍印花稅,一般而言,相關印花稅將從最高8.5%減至最高4.25%。林鄭月娥強調,政府沒有計劃調整住宅物業印花稅。該行認為上述措施目的是為了支持依賴借款的個體企業主和中小型企業商業資產抵押,而大型開發商/收租股應該不會受到影響,鑑於他們的日常業務不出售商業物業。
就今次《施政報告》住房和土地供應政策,花旗稱不讓人感到任何意外,看到大部分供應已上一次《施政報告》中提到了一些附帶措施,目前是一個簡單的進度更新。而港府的一項重大成就能夠確定提供興建31.6萬個公營房屋單位所需的全部330公頃土地,以滿足未來十年約30.1萬個公營房屋單位的需求。而該行認為,整體房屋價格在短期內將趨於穩定。
