《大行报告》花旗:施政报告对港楼市及地产股影响中性 料楼价短期稳定
花旗发表报告表示,就香港特区行政长官林郑月娥昨天(25日)发表《施政报告》,房屋政策再次成为关键话题,指《施政报告》所述房屋政策已经被市场期待已久,该行认为不让人感到任何意外,该行对今次《施政报告》对本港住宅市场和地产发展商的影响保持中性看法。
该行认为本港地产股受新冠疫情等影响下估值低廉,一旦情势逆转,会令资金流入相关板块。该行在本港地产发展股中,首选新地(00016.HK)及新世界发展(00017.HK),在收租股中首选九龙仓置业(01997.HK)和恒隆地产(00101.HK)。
就《施政报告》公布今天(26日)起取消非住宅物业双倍印花税,一般而言,相关印花税将从最高8.5%减至最高4.25%。林郑月娥强调,政府没有计划调整住宅物业印花税。该行认为上述措施目的是为了支持依赖借款的个体企业主和中小型企业商业资产抵押,而大型开发商/收租股应该不会受到影响,监於他们的日常业务不出售商业物业。
就今次《施政报告》住房和土地供应政策,花旗称不让人感到任何意外,看到大部分供应已上一次《施政报告》中提到了一些附带措施,目前是一个简单的进度更新。而港府的一项重大成就能够确定提供兴建31.6万个公营房屋单位所需的全部330公顷土地,以满足未来十年约30.1万个公营房屋单位的需求。而该行认为,整体房屋价格在短期内将趋於稳定。
