《施政报告》林郑：建议推「跃动港岛南」包括海洋公园重生方案及活化珍宝海鲜舫
行政长官林郑月娥发表施政报告，她指出十年前政府先後推出「保育中环」和「起动九龙东」两个大型的旧区活化计划，落实了「地区为本」的发展模式。今日，多个「保育中环」的活化历史建筑项目相继落成，包括获得联合国教科文组织亚太区文化遗产保护奖最高级别卓越奖项的「大馆—古?及艺术馆」；而「起动九龙东」亦成功将观塘、九龙湾及启德一带建设为本港第二个核心商业区，把区内商业总楼面面积增加七成至现时的290万平方米，两年内更会增至约350万平方米，规模足以媲美中区核心商业区。
总结了以往经验，她建议推行「跃动港岛南」计划(Invigorating Island South)，将南区打造成为一个充满活力、魄力、劲力，适合工作、居住、创意及消闲玩乐的地区。她指出港岛南区过去受道路和交通基建限制而未有较清晰的发展定位。港铁南港岛线（东段）於2016年开通後加强了黄竹坑、香港仔以至鸭(月利)洲等地区的对外连系。南区拥有优美的天然地貌，海陆景色宜人，拥有着名的景点如海洋公园、四个郊野公园、多个沙滩及海岸保护区，以及丰富的历史文化资源，具有极大的潜力。
构思中的「跃动港岛南」计划，包括制订海洋公园的重生方案，主力深化和善用海洋公园在教育和保育方面的优势，并利用其天然景观及近海的有利位置，以及将於明年夏天启用的水上乐园，提供多元化的娱乐消闲及旅游体验。另外亦包括活化珍宝海鲜舫这个历史悠久的香港地标，她指出拥有海鲜舫的业主最近已同意无偿捐赠海鲜舫给海洋公园，政府将推动海洋公园和非政府机构协作，以非牟利方式令海鲜舫在香港仔避风塘重生，成为南区一个富特色的历史文化和旅游景点。
另外亦将提升香港仔及黄竹坑一带的文化及消闲设施，包括香港仔避风塘和海滨长廊、鸭(月利)洲大街等，让市民和游客体验当地的渔村风貌、历史文化及生态旅游；利用其近海优势，以海洋公园为核心，开拓连接其他地区及岛屿的海上旅游路线，并研究扩大香港仔避风塘范围及增加船只停泊区，在沿岸提供更多登岸设施等等。
她指出政府亦会善用黄竹坑站上盖大型发展项目两年後入伙的契机，采取「地方营造」的手法，美化公共空间和市容，并透过小型工程，提升黄竹坑商贸区及附近海滨地区的行人畅达性，以及改善深湾道及布厂湾一带的步行环境。参考「起动九龙东」计划的成功经验，政府会在发展局内成立跨专业团队，与持份者互动合作，统筹及落实「跃动港岛南」的各个项目。(el/u)
