《施政報告》林鄭：建議推「躍動港島南」包括海洋公園重生方案及活化珍寶海鮮舫
行政長官林鄭月娥發表施政報告，她指出十年前政府先後推出「保育中環」和「起動九龍東」兩個大型的舊區活化計劃，落實了「地區為本」的發展模式。今日，多個「保育中環」的活化歷史建築項目相繼落成，包括獲得聯合國教科文組織亞太區文化遺產保護獎最高級別卓越獎項的「大館—古蹟及藝術館」；而「起動九龍東」亦成功將觀塘、九龍灣及啟德一帶建設為本港第二個核心商業區，把區內商業總樓面面積增加七成至現時的290萬平方米，兩年內更會增至約350萬平方米，規模足以媲美中區核心商業區。
總結了以往經驗，她建議推行「躍動港島南」計劃(Invigorating Island South)，將南區打造成為一個充滿活力、魄力、勁力，適合工作、居住、創意及消閒玩樂的地區。她指出港島南區過去受道路和交通基建限制而未有較清晰的發展定位。港鐵南港島線（東段）於2016年開通後加強了黃竹坑、香港仔以至鴨(月利)洲等地區的對外連繫。南區擁有優美的天然地貌，海陸景色宜人，擁有著名的景點如海洋公園、四個郊野公園、多個沙灘及海岸保護區，以及豐富的歷史文化資源，具有極大的潛力。
構思中的「躍動港島南」計劃，包括制訂海洋公園的重生方案，主力深化和善用海洋公園在教育和保育方面的優勢，並利用其天然景觀及近海的有利位置，以及將於明年夏天啟用的水上樂園，提供多元化的娛樂消閒及旅遊體驗。另外亦包括活化珍寶海鮮舫這個歷史悠久的香港地標，她指出擁有海鮮舫的業主最近已同意無償捐贈海鮮舫給海洋公園，政府將推動海洋公園和非政府機構協作，以非牟利方式令海鮮舫在香港仔避風塘重生，成為南區一個富特色的歷史文化和旅遊景點。
另外亦將提升香港仔及黃竹坑一帶的文化及消閒設施，包括香港仔避風塘和海濱長廊、鴨(月利)洲大街等，讓市民和遊客體驗當地的漁村風貌、歷史文化及生態旅遊；利用其近海優勢，以海洋公園為核心，開拓連接其他地區及島嶼的海上旅遊路線，並研究擴大香港仔避風塘範圍及增加船隻停泊區，在沿岸提供更多登岸設施等等。
她指出政府亦會善用黃竹坑站上蓋大型發展項目兩年後入伙的契機，採取「地方營造」的手法，美化公共空間和市容，並透過小型工程，提升黃竹坑商貿區及附近海濱地區的行人暢達性，以及改善深灣道及布廠灣一帶的步行環境。參考「起動九龍東」計劃的成功經驗，政府會在發展局內成立跨專業團隊，與持份者互動合作，統籌及落實「躍動港島南」的各個項目。(el/u)
