*ST天娛(002354.SZ)：子公司簽訂山西數據流量生態園項目合作協議
格隆匯 10 月 19日丨*ST天娛(002354.SZ)公佈，公司之全資子公司聚為數字科技(大連)有限公司於近日與山西轉型綜合改革示範區管理委員會、上海海外公司、北京北投教育科技集團有限公司、華陽新材料科技集團有限公司、山西晉商民營聯合投資控股有限公司簽訂了關於在山西轉型綜合改革示範區合作共建山西數據流量生態園的《山西數據流量生態園項目合作協議》。
在以短視頻、直播電商為代表的流量型經濟蓬勃發展的大趨勢下，數據流量正成為企業的新型生產要素以及地方社會經濟發展的重要驅動力量。為搶抓流量型經濟發展機遇，構築戰略新優勢，山西轉型綜合改革示範區在全國率先設立數據流量生態園，創新園區運營機制，發揮綜改示範區先行先試、改革創新的政策制度優勢與投資方在數據流量領域的產業優勢與資源優勢，打造線上流量價格窪地。
甲方：山西轉型綜合改革示範區管理委員會；乙方一：聚為數字科技(大連)有限公司、乙方二：上海海外公司、乙方三：北京北投教育科技集團有限公司、乙方四：華陽新材料科技集團有限公司、乙方五：山西晉商民營聯合投資控股有限公司(上述乙方一、乙方二、乙方三、乙方四、乙方五合稱為“乙方”。)
項目名稱：山西數據流量生態園項目；項目主要內容：由乙方聯合其他投資方合作共建數據流量生態園，構建數據流量生態體系。園區將通過政企合作實施流量補貼創新政策，打造全國互聯網流量價格窪地，並引入網紅管理、內容營銷、金融服務、投資基金等生態公司羣，藉助甲方出台關於網紅主播個税、數字經濟知識產權保護、實施與新業態相適應的行政服務模式等配套政策，吸引電商服務、在線教育、知名品牌等各類對互聯網流量有需求的企業羣體以及網紅主播、大學生創業羣體入駐，構建數據智能融合、產業鏈條完善、人才聚集、業態豐富的數據流量生態。項目計劃總投資：4.9億元，主要用於流量採購、平台運營、產業投資等用途，最終由各投資方協商確定。
