华坊吁港府允商业地作商厦及数据中心混合用途 吸引发展商入标作「开荒牛」

华坊谘询评估资深董事梁沛泓称,今天(16日)中午截标的东涌第57区商业地,反应冷淡,只收到3标书,而且都是过往竞投官地的常客,其中长实(01113.HK)及新地(00016.HK)独资入标,信置(00083.HK)夥拍嘉里建设(00683.HK)入标。

今次项目规模较大,最高可建楼面面积约126.1万平方尺;即使地价低,单纯建筑成本都需要约65亿元,导致中小型发展商无兴趣入标。早前流标的两块启德商业地规模与是次相若及较小,分别亦只有4及5间财团入标,结果亦低於政府设定的底价而流标收场。可见发展商普遍认为新发展地区商业地回报期长,投资风险较高,所以出价保守。

然而今次政府推出商业用地时,并未有吸取过往流标的教训。是次东涌新填海区的商业地,基础建设(如道路、铁路等)仍在规划阶段,周边的资助房屋用地亦未交付,令发展商入标的兴趣大减。

有监於近年市场对数据中心的需求大,早前招标的火炭工业用地创出地价新高,华坊谘询建议政府考虑允许规划的商业地可作办公室及数据中心混合用途,吸引发展商入标,并及时在新发展区建造楼宇作「开荒牛」,避免土地流标。
