深圳給5萬人發紅包！數字貨幣板塊大漲近5%！四方精創、新晨科技暴漲20%
今日，數字貨幣板塊高開高走，截至發稿板塊漲幅超過4.6%，板塊50支成分股中有48支漲幅在1%以上。
截至發稿，四方精創、新晨科技漲停，國民技術、天源迪科、銀之傑漲幅均超過了10%。
10月8日至11日，深圳市羅湖區政府、深圳市政務服務數據管理局攜手深圳市多家銀行通過“i深圳”APP進行了羅湖區數字人民幣紅包的發放。
4天時間內，共有超過191萬深圳市民進行了預約登記。最終，有5萬名市民通過搖號抽籤獲得了領取“禮享羅湖數字人民幣紅包”的資格。此次將發放的數字人民幣紅包總額為1000萬元，每個紅包的金額為200元。
與此前央行數字人民幣試點以銀行、企事業單位內部及繳費場景為主要試驗範圍不同，此次發放的數字人民幣紅包可在深圳市羅湖區轄內超過3000家商户無門檻消費。唯一的限制是數字人民幣紅包不能轉給他人或兑回個人銀行賬户；以及在10月18日24時前未使用的紅包金額將由數字人民幣系統統一收回。
此次的紅包試點活動，是數字人民幣在國內的首次公開大範圍測試。也標誌着數字人民幣測試開始從封閉測試走向開放測試，並在使用頻次最高的日常消費場景開始測試，為數字人民幣未來的正式發行與使用奠定基礎。
深圳是國內最早支持區塊鏈技術發展的城市之一，早在2016年，深圳市金融辦就在《深圳市金融業發展“十三五”規劃》中指出，將“支持金融機構加強對區塊鏈、數字貨幣等新興技術的研究探索”。同時，深圳也是目前區塊鏈企業註冊數最多的城市。
2018年6月，央行數字貨幣研究所就在深圳設立全資子公司——“深圳金融科技有限公司”，目前該公司仍是央行數字貨幣研究所在全國範圍內的唯一一家分公司。
今年8月，央行數字人民幣進入了推進落地的快車道。
除深圳外，在9月21日國務院印發的《中國（北京）自由貿易試驗區總體方案》中提到，北京自貿區也將支持人民銀行數字貨幣研究所設立金融科技中心，建設法定數字貨幣試驗區和數字金融體系；海南監管方也強調將積極爭取央行數字貨幣試點在海南自由貿易港跨境貿易、跨境投融資和穿透式監管中的應用。
國際方面，目前各國央行都在加緊央行數字貨幣的研究，進展各不相同。全球63家央行中，有50%左右進入到了試驗/概念驗證階段，有10%或已具備發行條件。
國盛證券分析師宋嘉吉認為，國際央行研發數字貨幣主要受到兩大現象推動，一是現金使用率下降，央行擔心公眾無法得到央行負債，例如瑞典央行、加拿大央行；二是私人部門發行的數字貨幣崛起，各國央行擔心法幣受衝擊，例如英國央行。
北京大學數字金融研究中心主任黃益平在9月的一次公開演講中指出，未來國家之間的競爭可能會集中在數字金融領域，數字貨幣或將是終極戰場。而中國央行對數字貨幣的研發和應用無疑走在世界的前沿，因此非常有利於保護我國的貨幣主權和法幣地位。
