青島中程(300208.SZ)：若ELPI未能及時完成新風場選址而最終導致風電項目終止執行 將對公司產生不利影響
格隆匯 9 月 15日丨青島中程(300208.SZ)發佈股票交易異常波動公告稱，公司股價近期變化幅度較大，但公司經營情況及內外部經營環境未發生重大變化。公司於2020年9月9日披露了《關於菲律賓風光一體化項目的進展及風險提示公告》，敬請廣大投資者充分了解股票市場風險及公司在上述公告中披露的風險因素，理性投資，注意投資風險。
公司於2014年5月收購了PT. Madani Sejahtera公司持有的鎳礦，對應的無形資產價值為4906萬元；公司於2015年7月收購了PT.Bumi Morowali Utama公司持有的鎳礦(公司對該鎳礦持有80%的收益權)，對應的無形資產價值為5992.94萬元。除2016年內公司對PT.Bumi Morowali Utama的鎳礦進行少量開採外，近四年來，因公司青島印尼綜合產業園內投資方的RKEF鎳鐵冶煉項目未投產運營，公司未對上述鎳礦再進行開採及銷售，具體鎳礦的儲量亦存在一定不確定性。未來，公司將對所持礦產逐步進行開採、銷售，該業務的推進對公司業績的影響尚存在一定不確定性。公司將會根據法律法規要求，及時履行信息披露業務。
公司於2020年9月9日披露了《關於菲律賓風光一體化項目的進展及風險提示公告》，公司再次向投資者提示相關風險如下：
1、光伏項目部分，受菲律賓新型冠狀病毒疫情防控措施的影響，公司預計光伏項目對側變電站接入間隔無法於2020年9月30日之前建設完成並實現項目並網發電，特此提示投資者關注相關風險。
2、風電項目部分，因ELPI原選擇的地址存在喀斯特地貌，導致公司無法在原地址進一步施工。
截至目前，公司已就風電項目累計確認收入10.17億元，毛利4.15億元。若ELPI未能及時完成新風場選址而最終導致風電項目終止執行，將對公司產生不利影響，具體如下：
(1)若ELPI認可全部產值：即對公司已經完成的產值，ELPI全部確認並認可支付相應款項。該情形下公司不存在收入、利潤衝回的風險。
(2)若ELPI認可部分產值：即對公司已經完成的產值，ELPI認可全部成本和部分利潤並認可支付相應款項。該情形下公司存在收入、利潤部分衝回的風險。
(3)若ELPI僅認可實際發生成本及損失：該情形下，涉及原址建設發生的勘察設計、工程施工和項目管理的成本，公司已於2020年4月9日披露的補充協議中明確ELPI承擔相應的成本及損失，並對毛利部分計提全額減值損失；涉及風機部分，由於實物只能做退回處理，故存在將原核算收入、利潤衝回的風險。
(4)此外，還存在ELPI同意結算但無法按期支付款項的風險，導致公司計提信用減值，從而影響各期利潤的風險。
