潛能恆信(300191.SZ)：將渤海05/31合同區勘探期第三階段延長一年
格隆匯 9 月 15日丨潛能恆信(300191.SZ)披露渤海05/31重大合同進展，公司海外全資公司智慧石油投資有限公司(英文名稱：SMART OIL INVESTMENT LTD. “智慧石油”)通過參與中國海洋石油總公司(“中國海油”)組織的對外合作招標，取得了渤海05/31區塊勘探開發權益，並於2013年9月16日與中國海油簽訂了產品分成合同—《中國渤海05/31 合同區石油合同》，智慧石油成為合同區內勘探、開發、生產作業的作業者。石油合同約定勘探期共7年並分三個階段，其中第一階段3年、第二階段2年、第三階段2年。
自簽署石油合同7年來，智慧石油圍繞渤海05/31 合同區做了大量研究工作並組織實施了六口探井的鑽探作業，“低成本、高質量”完成勘探期各階段工作。其中初探井CFD1-2-1井、CFD1-2-2D井、CFD2-4-1井、CFD2-4-2D井以及評價井CFD1-2-3井均獲得油氣發現，揭示了CFD1-2構造和CFD2-4構造富含油氣性。
目前合同區處於勘探期第三階段，智慧石油聯合中海油天津分公司開展《渤海05/31 合同區合同區曹妃甸1-2 油田新增儲量評價部署方案研究》項目研究工作，已開展曹妃甸1-2 油田新近系館陶組、古近系東營組新增石油天然氣探明儲量計算，其中儲量計算部分參數正在進一步討論和核實中，以更準確反映合同區曹妃甸1-2 油田的儲量規模。智慧石油計劃勘探期第三階段部署1口初探井或評價井以進一步擴大合同區油氣勘探成果和儲量規模，力爭儘早向國家儲量委員會上報儲量。
考慮到當前低油價和新型冠狀病毒肺炎疫情導致油氣勘探工作整體滯後的情勢，為更真實反映合同區已發現油藏的儲量規模，更高效、穩健開展勘探後期評價工作，經與中國海油協商，將渤海05/31合同區勘探期第三階段延長一年，智慧石油將在2021年9月30日前完成新增的探井並完成CFD1-2油田的儲量申報。2020年9月15日智慧石油與中國海油正式簽署相關修改協議。
此次渤海05/31合同區勘探期的延期有利於緩衝疫情給開展勘探工作造成的不便，並在低油價下給予智慧石油更充足的時間夯實勘探成果，智慧石油將充分利用此次延期契機，在母公司潛能恆信技術支持下進一步深化合同區油藏研究，聯合中海油天津分公司加強儲量計算部分參數的論證，以更準確反映合同區CFD1-2油田的儲量規模，並加大針對潛山的綜合研究力度以擴大合同區油氣勘探成果。智慧石油將有更充足的時間選擇與合同區勘探開發計劃相匹配的鑽井平台進行合作，做到“低成本、高效率、安全環保”完成勘探後期評價工作，為未來開發打下堅實基礎，並加快合同區由勘探期走向開發、生產期的的步伐。
