青島中程(300208.SZ)：公司預計光伏項目對側變電站接入間隔無法於9月30日前建設完成並實現項目併網發電
格隆匯 9 月 9日丨青島中程(300208.SZ)公佈，公司於2016年11月17日披露了《關於簽訂特別重大合同的公告》，公司與菲律賓ENERGY LOGICS PHILIPPINES,INC公司(“ELPI”)簽訂了《Engineering,Procurement,and Construction (EPC) Contract for a Pasuquin Wind(132MW)-Solar (100MW) Hybrid Project, Philippines》，(“EPC合同”)，由公司承接位於菲律賓IlocosNorte省Pasuquin和Burgos地區的132MW風電+100MW太陽能發電的風光一體化項目，EPC合同金額為4.3778億美元。
光伏項目土建及安裝施工已基本建設完成，待NGCP將對側變電站接入間隔建設完成即可進行併網。目前，受菲律賓新型冠狀病毒肺炎疫情管控措施的影響，公司預計對側變電站接入間隔無法於2020年9月30日之前建設完成並實現項目併網發電。
若菲律賓疫情能夠緩解，解除對中國公民的入境限制及光伏工程所在地的工程施工、人員往來管控後，結合對側變電站接入間隔的建設週期和其餘調試工作，公司預計可在3個月內完成光伏項目的併網發電工作。
風電項目部分，公司於2017年3月收到業主的開工通知，舉行開工儀式之後，施工單位開始進場前期的準備工作。2017年三季度風電項目的施工單位正式進場，開展樹木的清點、砍樹以及進場道路土方開挖及轉運工作，並於2017年四季度完成，工程施工的完工進度為27%。2017年底，施工單位在現場施工過程中發現原址存在喀斯特地貌，導致風電項目無法進一步開展。截至目前，風電項目已經停工兩年零八個月。
目前公司已向ELPI發出了詢問關於新風場選址進展事宜的溝通函件，截至公告披露日，尚未收到ELPI的回覆。若ELPI未能在2020年9月30日之前完成風電項目重新選址，為更好的調配技術、人力資源，公司有權單方面解除EPC合同中涉及風電項目的全部內容。特此提示投資者該風電項目存在終止執行的風險。公司將繼續與ELPI進行磋商，從風險防控的角度進一步做好風險分析、制定必要的應對方案。
公司特別提示：
一、光伏項目，受菲律賓新型冠狀病毒疫情防控措施的影響，公司預計光伏項目對側變電站接入間隔無法於2020年9月30日之前建設完成並實現項目併網發電；
二、風電項目，公司已確認收入10.17億元，毛利4.15億元。若ELPI未能在2020年9月30日之前完成風電項目重新選址，公司有權單方面解除EPC合同中涉及風電項目的全部內容。截至目前，公司尚未收到ELPI關於選定風電項目新址的通知，因此風電項目存在終止執行的風險。若風電項目終止執行，公司將與ELPI進行風電項目的結算，可能存在已確認收入無法全額結算並收回的風險。
