精功科技(002006.SZ)：仍未收到吉林精功碳纖維應付9980萬元進度款和4575萬元安裝款
格隆匯 9 月 3日丨精功科技(002006.SZ)披露碳纖維成套生產線銷售合同暨關聯交易進展，根據合同約定，在合同簽字蓋章後90天內，吉林精功碳纖維支付給公司的金額需達到總合同金額的60%。即：吉林精功碳纖維應在2020年6月30日前累計向公司支付款項1.098億元人民幣。
2020年6月30日，公司收到吉林精功碳纖維發來的函件，主要內容為：由於吉林地區重大疫情對吉林精功碳纖維生產經營造成了較大的影響，導致吉林精功碳纖維短期內資金較為緊張，吉林精功碳纖維正在極力籌備相關資金，預計最晚不遲於2020年9月30日完成上述剩餘部分9980萬元款項的支付。
目前，公司已完成合同約定的大絲束碳纖維成套生產線的整線安裝工作，擬進行整線負載試車。根據合同約定，公司在整線安裝完成後並在負載試車前，吉林精功碳纖維應支付合同總金額25%(即4575萬元)的安裝款。
近期，公司持續與吉林精功碳纖維進行溝通協商，要求其按照合同約定履行相應的付款義務，儘快完成前述款項的支付。但吉林精功碳纖維表示，受疫情影響，其現金流緊張情況一直未能得到有效緩解。截至公告披露日，公司仍未收到吉林精功碳纖維前述應付9980萬元的進度款和4575萬元的安裝款。
考慮到本次總裝完成的生產線系公司首條國產化千噸級大絲束碳纖維生產線，為加快國產化市場推廣步伐，搶佔市場發展先機，並結合合同有關所有權保留等風險管控條款(即：上述大絲束碳纖維成套生產線所有權包括任何技術文件必須在公司收到75%以上貨款後才能轉移給吉林精功碳纖維。如果吉林精功碳纖維違約，特別是不履行付款義務，公司有權在發出提醒之後收回與欠款等值的設備)，即使未能及時收到前述款項，公司仍然判斷該項目風險總體可控。目前，公司正在進行整線負載試車的前期各項準備工作，後續擬進行整線負載試車。
