海蘭信(300065.SZ)：與海南移動、聯想信息、中通服、奇安信簽署綠色數據中心(海底IDC)戰略合作框架協議
格隆匯 8 月 16日丨海蘭信(300065.SZ)公佈，2020年8月14日，《智慧海南總體方案(2020-2025年)》正式公佈。《方案》提出建設國際信息通信開放試驗區等五大重點任務，打造5G和物聯網等新型基礎設施、提升國際信息通信服務能力；第一階段性目標是：至2021年底，關鍵基礎設施和核心平台初步建成，以5G、物聯網為代表的新型基礎設施和國際通信建設取得初步突破。
2020年8月15日由海南省大數據管理局指導，中國電子學會、海南省大數據產業聯盟、海南省信息協會、公司聯合主辦，中國移動通信集團海南有限公司(“海南移動”)、聯想(北京)信息技術有限公司(“聯想信息”)、中通服建設有限公司(“中通服”)、奇安信科技集團股份有限公司(“奇安信”)、海南數據谷共同協辦的“海南自由貿易港綠色數據中心(海底IDC)高峯論壇”在海口舉行。
為了深入踐行“智慧海洋”發展倡議，積極投身國家“新基建”和“海洋信息化”建設，以海洋信息化技術服務海南自貿港建設，助力南海海洋資源開發與利用，本着對海南自貿港大數據中心建設需求的共同認知以及對節能、環保、創新技術的探索和在海南實踐的願望，2020年8月15日海蘭信分別與海南移動、聯想信息、中通服、奇安信就海南自貿港海底IDC建設及涉海信息化技術服務籤署戰略合作框架協議。
協議各方秉承“整體規劃、長期合作、市場主導、項目牽引”的原則，開展全面戰略合作，開展海底IDC在海南自貿港的示範應用及產業推廣，助力實現自貿港數據安全自由流動；並通過大數據、雲服務平台等技術、服務，結合海南省區位、環境、市場等優勢，聚焦海南及周邊省市、海域對海洋監測、海上通信、海上定位等業務市場開拓和區域數據服務模式的探索，實現產業深度融合和雙方互利共贏。
海底IDC是在“新基建”背景下，根據陸海統籌、集約用海需求，綜合利用前沿海洋工程技術、大數據技術，布放在海底一定深度的標準化、模塊化、高密度、綠色節能的數據中心基礎設施。海底IDC是海蘭信在海洋科技領域近20年的技術、人才和經驗積累的基礎上應運而生的，是全國甚至全球具備創新理念的全新數據中心模式，具備：低能耗、低成本、低延時、省資源、多能互補、高可靠性、高安全性以及建設週期短並可模塊化生產的優勢。
此次簽署的《戰略協議》將幫助公司與傳統通訊行業龍頭企業建立起長期合作關係，打通海底IDC業務的上下游產業鏈，提高公司海底IDC示範項目的建設效率，為公司海底IDC業務的拓展提供助力，加快相關產品的試製進度，縮短從裝備試驗到正式商業化所需的時間，並對公司海底IDC業務的後續應用推廣起到良性促進作用。
