東陽光(600673.SH)：氟有限公司及其相關責任人被行政處罰 罰款56.22萬元
格隆匯 7 月 31日丨東陽光(600673.SH)公佈，2020年3月5日，公司控股子公司乳源東陽光氟有限公司(“氟有限公司”)環保製冷劑車間發生設備故障安全事故。
事故發生後，公司立即啟動應急救援預案，有序開展事故應急處置工作，並及時向當地市政府及有關部門進行了報告。當地市政府在第一時間成立了專項安全事故調查組，公司及氟有限公司積極配合安全事故調查組對本次事故原因進行調查，啟動整改工作，進一步規範和加強氟有限公司的安全生產管理。現在將安全事故的調查情況和後續處理等相關情況公告如下：
事故直接原因：1、企業作業人員沒有嚴格按操作規程用氮氣對氯化氫分離塔吹掃，造成塔中有空氣。
2、反應系統催化劑再生過程沒有按操作規程作業，使用壓縮空氣帶入水分與通入反應器系統的氟化氫產生氫氟酸，氫氟酸腐蝕設備及管道產生氫氣，再氯化氫分離塔內與空氣形成爆炸性混合氣體。
3、交叉電焊作業使氯化氫分離塔內不鏽鋼填料與設備筒體產生電位差引發放電，導致氫氣爆炸。
事故間接原因：1、企業安全生產管理不到位。公司對下屬企業的監管不到位，氟有限公司安全管理工作不到位，生產現場安全管理工作不紮實。
2、試生產組織違規作業。在前期試生產調整中未組織分析原因，重新開車前未嚴格執行相關試生產方案，生產裝置區域人員聚集、交叉作業，導致風險疊加。
3、企業管理體系執行不到位。氟有限公司執行安全管理制度和操作規程不到位，作業審批和現場監督管控不嚴，試生產期間存在交叉作業。
事故性質：經調查認定，乳源東陽光氟有限公司“3·5”一般生產安全事故是一起生產安全責任事故。
事故損失：根據《企業職工傷亡事故經濟損失統計標準》(GB6721-1986)有關統計規定，本次事故造成的直接經濟損失約460萬元。
處理結果：韶關市應急管理局下發了《行政處罰決定書》(韶)應急罰[2020]6號、(韶)應急罰[2020]7號、(韶)應急罰[2020]8號、(韶)應急罰[2020]9號，依據《中華人民共和國安全生產法》第一百零八條第一款、第九十二條第一款的規定，決定給予乳源東陽光氟有限公司及其相關責任人合計人民幣56.22萬元罰款的行政處罰。
此次事故涉及資產損失及人員傷亡在保險公司承保範圍之內，事故發生後公司即向保險公司報案，其中，傷亡人員均已獲得工傷賠付及商業險賠付，財險賠付目前尚在核損中。
此次事故涉及項目為氟有限制冷劑改擴建項目，除事故發生車間正在拆解整改維修外，氟有限公司其餘生產車間已於4月29日恢復正常生產運營並完成生產許可證換證工作，未對公司生產經營造成重大影響。
