國際電信聯盟祕書長：中國在AI開發應用上處於世界第一方陣

7月9日上午9時30分，2020世界人工智能大會雲端峯會正式開幕。國際電信聯盟祕書長趙厚麟在視頻致辭中表示，人工智能開發和研究是當今世界社會變革和革命的重要驅動力量，加快人工智能的開發和研究是社會的普遍共識，中國在全球人工智能開發研究和應用方面處於世界第一方陣。
今天，人工智能在許多領域得到普遍應用，其中包括金融、教育、衞生、無人駕駛、智慧交通等。人工智能與5G、物聯網、大數據等新技術的聯合應用，將會推動下一輪技術革新和廣泛應用。
人工智能的研究和開發不僅在發達國家受到了推崇和大力支持，在許多發展中國家甚至在一些不發達地區也受到了重視和扶持，世界廣大中小微企業對人工智能的開發和研究貢獻了巨大的創新思維和應用範疇。
趙厚麟説，中國在全球人工智能開發研究和應用方面處於世界第一方陣，加強中國同行和世界同行的聯繫、互相交流、共同發展是大家的普遍期待。
“作為中國和世界的特大城市和充滿活力的創新城市，上海舉辦這樣一個世界人工智能大會，為中國同行和世界同行的交流共同發展，為加強人工智能各方面的推動和市場應用都提供了一個非常好的平台。”趙厚麟表示。
國際電信聯盟成立於1865年，是聯合國負責全國事務的專門機構，負責制定全球無線電頻譜的分佈和管理，並且制定相關標準，同時也支持世界電信信息市場的發展。
國際電信聯盟重視5G技術、人工智能技術、雲計算技術並開展了許多活動。“在這方面，我非常希望我們能夠加強與上海的同行和中國同行的合作和聯繫，我們期待中國的同行和上海的專家們能夠積極參加國際電信聯盟的相關活動，包括智慧城市、智慧交通、智慧健康、智慧金融等領域的活動。”趙厚麟表示。
自2000年起，趙厚麟多次到上海蔘加相關活動，對於上海在社會和經濟建設發展方面舉足輕重的作用有着深切體會。“國際電信聯盟和我本人願意加強與上海方面的合作，期待着我們雙方共同努力，能夠為全球電信市場發展，為全球最新的信息通信技術的提高，為新的信息通信技術惠及全人類做出更大的貢獻。”趙厚麟説。
