格隆匯5月22日丨開開實業(600272.SH)公告,根據《上海市全力防控疫情支持服務企業平穩健康發展的若干政策措施》、《關於本市國有企業減免中小企業房屋租金的實施細則》和《靜安區國有企業減免中小企業房屋租金的實施細則》等文件要求,公司積極踐行企業社會責任、履行國有企業服務區域經濟發展的主體責任,對受本次新型冠狀病毒肺炎疫情影響的公司中小企業租户實施部分租金減免措施,切實減輕入駐中小企業負擔,與租户企業共克時艱,共渡難關。

公司制定了《上海開開實業股份有限公司關於減免中小企業房屋租金工作的實施方案》,具體情況如下:

1、實施主體公司及公司下屬納入合併報表範圍的有上海市房屋租賃業務的各類企業,作為本次租金減免的實施主體。

2、租金減免適用對象承租公司及公司下屬企業自有經營性房產,從事生產經營活動(不含房屋租賃業務)的非國有中小企業。其中,中小企業的認定需要穿透到實際控制人,大型企業集團下屬的子企業不屬於本次租金減免的適用對象。中小企業認定標準參照《關於印發中小企業劃型標準規定的通知》(工信部聯企業〔2011〕300號)有關規定,並對應確認所屬行業及企業規模。存在間接承租公司及公司下屬企業自有經營性房產情形的,原則上轉租人不應享受本次減免政策。其中:轉租人為本市國企的,按照《上海市全力防控疫情支持服務企業平穩健康發展的若干政策措施》有關規定執行;轉租人為非國有企業的,相關責任主體應督促其將減免租金落實到實際經營承租人,力保實際經營的中小企業最終受益。

3、租金減免標準對於已簽約承租公司及下屬企業自有經營性房產,從事生產、辦公、商業配套等經營活動的非國有中小企業,符合《上海開開實業股份有限公司關於減免中小企業房屋租金工作的實施方案》相關規定的租金減免適用對象,由房產所屬企業免除上述相關政策所規定的租金。

經公司財務部門根據相關政策的統計口徑初步測算,本次減免租金安排涉及公司2020年營業收入不超過人民幣300萬元,佔2019年經審計的營業收入的比例約為0.34%;預計本次減免租金安排涉及的租金對公司2020年歸母淨利潤的影響不超過人民幣300萬元,佔2019年經審計的歸母淨利潤的比例約為13.65%。本次減免租金安排對公司2020年營業收入、歸母淨利潤的影響系未經審計的預估數據,僅為投資者瞭解本次免租安排對公司的影響所用,公司提醒投資者審慎使用該等數據。本次免租安排不會影響公司的持續經營能力及長期發展。

本次公司在新型冠狀病毒肺炎疫情背景下的減免租金安排,既是響應政府號召,幫助承租中小企業堅定信心、持續經營和發展,又是積極履行上市公司社會責任的具體表現,有利於進一步提升公司社會形象及影響力,有利於推動公司及承租中小企業的共同可持續發展。
