上周五截標的啟德2A區商業地未達到政府底價而被收回

地政總署今日公布,位於九龍啟德第2A區4號地盤、5(B)號地盤及10號地盤的新九龍內地段第6615號用地的招標,因為地價標金未達到政府就該用地所定的底價,政府不接納在5月8日截標時所接獲的四份標書。

政府按既定機制在市場上公開出售賣地計劃內的土地,如沒有任何標價達到政府專業估價師所評估的底價,政府不會出售該土地。這是為了確保政府獲得公平和合理的回報以保障公帑收入。底價會在截標當日訂定,以便把最新的市場情況考慮在內。

啟德第2A區商業地合共收到4份標書,有份入標的發展商包括新地(00016.HK)、長實(01113.HK)、利福國際(01212.HK)及信和置業(00083.HK)合作的榮傲有限公司,以及建灝地產(K&K Property Holdings)。

政府表示,不會就投標者的出價作出揣測,出價往往視乎種種因素,例如用地對個別投標者的吸引力,投標者就著市場情況、企業情況及發展策略作出的考慮等等。

政府的政策目標是為市場提供穩定和持續的土地供應,以回應社會對房屋及商業用地的需求。這目標不會因為個別土地的招標結果或現時的經濟情況而受影響。政府會在適當時候考慮推出該用地的安排。

新九龍內地段第6615號的地盤面積約為19,788平方米,指定作非工業(不包括私人住宅、倉庫及加油站)用途。最低及最高的樓面面積分別為64,679平方米及107,797平方米。兩者均包括將由買方興建的兩所安老院舍暨長者日間護理單位、一所家長/親屬資源中心和一所留宿幼兒中心的政府地方的樓面面積。

作為背景資料,截至今年5月13日的過去八個財政年度,政府一共就賣地計劃進行超過180次招標,當中有七次因為標價低於底價而取消有關賣地。除了該用地外,其餘六次取消的招標涉及啟德兩幅商業用地(分別於2019年底及2019年初招標),及位於山頂(於2018年底招標)、元朗(於2016年初招標)、青衣(於2015年底招標)和白石角(於2014年初招標)的住宅用地。三幅元朗、青衣及白石角用地隨後經重新招標後成功售出。
