佛燃能源(002911.SZ)：與廣州元亨、南沙振戎等共同推進小虎島LNG調峯儲氣庫項目
格隆匯4月18日丨佛燃能源(002911.SZ)公佈，公司於2020年4月17日召開的第四屆董事會第三十三次會議審議通過了《關於與廣州元亨能源有限公司等開展液化天然氣調峯儲氣庫項目合作並對項目公司提供財務資助的議案》，同意公司與廣州元亨能源有限公司(“廣州元亨”)、廣州南沙振戎倉儲有限公司(“南沙振戎”)和廣東小虎液化天然氣有限公司(“項目公司”)簽署合作協議，利用南沙振戎位於廣州市南沙區小虎島的土地，共同推進液化天然氣調峯儲氣庫項目；同意公司以向項目公司提供財務資助的形式，先期投入資金20997.6萬元(除特別説明外，均指人民幣元)以推進項目的開展。
同日，公司與廣州元亨、南沙振戎、項目公司共同簽署了《關於小虎島LNG調峯儲氣庫項目合作協議書》及《借款合同》等相關協議。
國家發改委於2018年發佈文件明確要求城鎮燃氣企業要建立天然氣儲備，並指出支持企業異地建設LNG接收站及調峯儲罐項目。廣東省發改委發佈的相關文件明確指出鼓勵公司建設天然氣接收站，並在《關於<廣東省能源發展“十三五”規劃>調整的通知》新增了“佛山燃氣沿海LNG調峯儲氣庫項目”。此外，廣佛同城化相關發展規劃提出支持區域內LNG接收站及外輸管道等能源項目建設，實現廣佛高壓管網系統的環形銜接，逐步形成統一的天然氣輸送網絡。
基於上述背景，公司與上述各合作方達成共識，擬選址於廣州市南沙區黃閣鎮小虎島石化工業區，開展LNG調峯儲氣庫項目。各合作方將發揮自身優勢，由南沙振戎和項目公司負責項目建設用地的籌備並辦理規劃變更手續，公司以向項目公司提供財務資助的形式，先期投入資金，以促進項目開展。待相關條件成就後，公司將與各方進一步協商投資入股項目公司事宜。
此次公司與各合作方共同開展LNG調峯儲氣庫項目，有利於改善佛山市的能源結構，提高天然氣的儲備能力，更好地滿足佛山市的用氣調峯需求；同時，也有利於公司開拓新氣源，降低公司氣源採購綜合成本，增強公司可持續盈利的能力；此外，此次合作項目還能為周邊城市燃氣企業提供更優質服務，以滿足周邊區域內日益增長的終端用户用氣需求。
