北新路橋(002307.SZ)擬投資重慶巫溪至巫山高速公路巫溪至大昌段工程PPP項目
格隆匯3月30日丨北新路橋(002307.SZ)公佈，重慶巫溪至巫山高速公路巫溪至大昌段工程PPP項目估算總投資人民幣64.21億元，該項目資本金按項目總投資的20%計算，全部由社會資本出資，佔股100%。該項目分為建設期和運營期(含收費期)兩個階段，建設期4年，運營期(含收費期)30年。項目採用BOT(建設-運營-移交)+EPC(項目總承包)複合模式。
公司於2020年3月30日召開的第五屆董事會第五十一次會議審議通過了《關於投資重慶巫溪至巫山高速公路巫溪至大昌段工程PPP項目的議案》。
重慶巫溪至巫山高速公路巫溪至大昌段，起於巫大高速大昌互通處，經福田鎮設福田服務區、福田互通(服務區與互通合設)，穿夏家嶺隧道至龍溪鎮馬嶺村附近，跨大寧河設大寧河特大橋，經巫溪縣花台鄉設花台互通，後穿蘭家坪隧道(3702m)及城廂隧道(3900m)，再次跨越大寧河設大寧河大橋，至巫溪縣老城區，設置巫溪南互通與城區規劃道路連接，終點止於巫溪縣墨斗城附近，設墨斗城樞紐互通與巫鎮高速相接。主要控制點為路線起點大昌、福田、花台、巫溪縣城。主要控制工程為大昌互通(二期)、福田互通及服務區、大寧河特大橋、巫溪南互通、墨斗城樞紐互通。
項目總投資64.21億元，項目建設資金籌集採用項目資本金和負債性資金的方式，其中項目投資估算總金額的20%為項目資本金，其餘採用國內銀行貸款。商業銀行貸款佔80%，建設期4年，貸款額計劃按20%、30%、30%、20%的方式籌集。
項目公司由公司組建，該項目資本金由公司全額出資，佔股100%，約佔項目總投資的20%，項目公司註冊地為巫山縣或巫溪縣。
重慶是西部大開發的重要戰略支點、處在“一帶一路”和“長江經濟帶”的聯結點上，在國家區域發展和對外開放格局中具有獨特而重要的作用。公司為深度挖掘重慶市場，拓寬公司在內地的投資市場，且經過測算，項目收益率能達到6%以上，因此項目具有一定投資價值，能夠進一步增強公司持續發展能力和市場競爭能力。
投資經營性高速公路項目符合公司的戰略發展方向。有利於加快進入政府與社會資本投資市場，進一步發揮在投融資、建設等方面的整體優勢，在獲得投資利潤的同時，亦能拉動公司工程施工業務的發展，最大限度地實現項目在各個價值創造環節的優化和提升。
項目採用BOT+EPC模式運作，通過投資與施工聯動，能夠帶動公司投資和施工業務整體發展，有利於提升公司盈利能力和競爭實力，實現公司主業轉型升級。
