贛能股份(000899.SZ)：豐城電廠三期擴建工程項目恢復建設
格隆匯3月30日丨贛能股份(000899.SZ)公佈，江西豐城電廠三期擴建工程(“豐電三期項目”或“項目”)是由公司投資建設的江西省電力建設重點工程，建設2×1000MW超超臨界、二次中間再熱、凝汽式燃煤發電機組。受“11·24”特大安全事故影響，該項目於2016年11月24日停工。2017年9月，國家發改委下發了《關於印發2017年分省煤電停建和緩建項目名單》(發改能源【2017】1727號)文件，項目因手續不全被國家有關部門列入停建名單。
項目停建期間，公司深刻吸取“11·24”事故教訓，逐條制定落實整改方案，同時全力推進項目各項復工工作，取齊項目開工必要支持性文件，並積極開展施工現場保護性措施工作。2019年3月，國家應急管理部發布2019年第6號公告，公司下屬豐城三期發電廠移出安全生產失信聯合懲戒“黑名單”。2019年5月，豐電三期項目D標段-冷卻塔與煙囱施工單位主體招標確認。2019年5月，豐城三期發電廠與哈爾濱電氣股份有限公司簽訂《江西豐城電廠三期擴建工程2×1000MW超超臨界機組三大主機設備採購合同補充協議》。2019年11月，豐城三期發電廠與中國電力工程顧問集團中南電力設計院有限公司(“中南院”)簽訂豐電三期項目《江西豐城電廠三期擴建工程項目EPC總承包合同補充協議》(“《EPC總承包合同補充協議》”)。2019年12月，國家發展和改革委員會、國務院國有資產監督管理委員會、國家能源局聯合下文《關於將贛能豐城三期擴建項目移出江西省2017年煤電停建項目名單的通知》(發改能源【2019】1868號)，通知同意將豐電三期擴建2×100萬千瓦項目移出江西省2017年煤電停建項目名單。
近期，公司收到江西省投資集團有限公司關於同意豐電三期項目復建開工的批覆，公司豐城電廠三期擴建項目正式復建開工。
公司及下屬豐城三期發電廠將在嚴把防疫防控工作的同時，確保復建各項工作有序進行。目前，項目各標段現場保護性措施已實施完畢，已完工程質量鑑定報告已出具，豐城三期發電廠已向華中監管局網上申報平台提交電力建設工程備案材料，江西省電力建設工程質量監督中心站為豐電三期項目的質量監督單位，第三方評估機構已完成對豐電三期項目復建前的安全檢查，項目各參建單位、管理人員、施工人員及施工機械已於本月底陸續進場，開展施工。
公司及豐城三期發電廠將進一步規範和理順安全生產保障體系和安全監督體系，將監督參建各方安全整改措施落實到位，力爭豐電三期項目建成放心工程、優質工程、精品工程，確保項目如期投產運營。根據豐城三期發電廠與中南院簽訂的《EPC總承包合同補充協議》，項目計劃工期為20+4個月。
