《大行報告》大摩:金管局降適用逆周期緩衝資本至1% 料港銀短期不會進取性放貸
摩根士丹利發表的研究報告指,金管局公布將香港適用的逆周期緩衝資本(CCyB)比率自2%降至1%,即時生效。金管局稱經濟數據及其他證據顯示,本港經濟情況自新型肺炎爆發以來進一步惡化。金管局一直有採取措施,例如成立協調機制,以鼓勵銀行支持中小企於有關時期的資金需要。相信下調逆周期緩衝資本可容許銀行對本地經濟有更進一步支持,以助於肺炎疫情下面對短期壓力的個人及行業板塊。
該行認為香港大型銀行的普通股權一級資本比率(CET1)均遠高於15%,而緩衝要求銀行將CET1水平維持在9%至10%左右,該行認為資本並非本地銀行增長的障礙,但除非經濟向好,否則今次降逆周期緩衝資本不會令銀行進取地放貸,故對港銀維持審慎看法。
