中電環保(300172.SZ)：污泥耦合處理(國家試點)項目首批通過驗收
格隆匯3月5日丨中電環保(300172.SZ)公佈，此前披露，公司作為牽頭單位，和華潤電力(常熟)有限公司合作，與常熟市發展和改革委員會簽署常熟污泥耦合處理(30萬噸/年)特許經營合同。
該項目為常熟市“263”專項行動重點工程，由中電環保負責投資、建設和運營，華潤電力(常熟)公司負責幹化後污泥的摻燒，集中處理常熟全市城鄉範圍內工業和市政污泥。項目建設9×100噸/天(9條)幹化生產線，處理污泥30萬噸/年，是目前國內最大規模超臨界機組燃煤耦合污泥發電項目。項目採用公司自主知識產權的高效節能污泥耦合處理技術，通過利用電廠餘熱對污泥幹化處理，再由電廠燃煤鍋爐耦合焚燒，是一種高效的可再生能源利用方式，可有效利用現有燃煤電廠的富餘產能、低品質餘熱、煙氣治理及粉煤灰處理系統，達到節能控煤、超淨排放，以及廢物減量化、無害化、資源化和規模化處置。
近日，該項目通過了由江蘇省發展和改革委員會授權委託、江蘇省能源規劃研究中心牽頭組織的評估驗收，成為全國首批通過驗收的燃煤耦合污泥發電技改試點項目。驗收組審核意見認為：該項目嚴格執行了《國家能源局、生態環境部關於燃煤耦合生物質發電技改試點項目建設的通知》(國能發電力【2018】53號)文件要求，遵守項目申報時承諾的技術指標要求，執行有關環境管理制度達標排放，建設過程手續齊全、符合環保要求，運行現場乾淨、整潔，無異味泄露，消納大量生活污泥和工業污泥，取得了很好的社會效益，達到了示範項目的要求，同意試點項目通過驗收。同時，驗收批覆明確指出，對污泥進行無害化處置和綜合利用，符合國家產業政策和城市污水治理及污泥處置的要求，項目的實施及運營對當地乃至本省都是十分必要的；項目在社會、環保、技術、經濟等方面都具有推廣價值。
中電環保依託自主研發的污泥幹化耦合處理核心技術產品(已獲評國家“一帶一路”百強環保技術)、系統工藝及商業模式，聯合央企華潤電力、寶武集團及粵電集團等，為工業和城鎮客户提供污泥處理系統解決方案，已在南京(板橋、化工園、南熱)、蘇州常熟、鎮江、徐州以及廣東、河南等地建設近20個污泥耦合處理項目，處理規模近300萬噸/年，為行業領軍企業。
此次通過試點驗收，進一步提升公司污泥市場的處理能力及影響力，為常熟乃至蘇州地區的生態環境治理作出積極貢獻，推動耦合處理行業規範、有序發展，有助於耦合處理商業盈利模式優化，增加項目投資收益水平，政策支持與產業需求預示燃煤與污泥耦合發電產業前景廣闊，有助於公司耦合處理業務的市場拓展，對公司的經營業績將產生積極影響。
未來，公司還將發揮在污泥耦合處理領域的運營經驗、技術創新、資本優勢，進一步拓展深化與各大電力企業的合作關係，積極向垃圾、農林廢棄物等其他固廢耦合處理及資源化利用領域延伸，不斷提升公司的經營業績和盈利能力。
