東港股份(002117.SZ)子公司提供基於區塊鏈技術的應用和支持 開具出了北京市第一張區塊鏈電子發票
格隆匯3月3日丨東港股份(002117.SZ)披露區塊鏈電子發票項目進展情況，2020年3月2日，國家税務總局北京市税務局發佈了《國家税務總局北京市税務局關於推行區塊鏈電子普通發票有關事項的公告》。在北京市税務局的主導下，公司控股子公司北京東港瑞宏科技有限公司(以下簡稱：東港瑞宏)提供了基於區塊鏈技術的應用和支持，於2020年3月3日開具出了北京市第一張區塊鏈電子發票。現將北京市區塊鏈電子發票有關情況説明如下：
1、區塊鏈普通電子發票的開具範圍
除增值税專用發票、增值税普通發票(含機動車銷售統一發票、二手車銷售統一發票)、增值税電子普通發票開具範圍外的應税貨物、勞務、服務項目。
2、區塊鏈電子普通發票的試點範圍
國家税務總局北京市税務局將在全市範圍內逐步開展區塊鏈電子普通發票的試點推廣工作。目前，選取了部分納税人的停車類通用發票、景點公園門票啟動推廣，後期適時將其他行業納税人納入區塊鏈電子普通發票的試點範圍。
3、開票方和受票方需要紙質發票的，可以自行打印電子普通發票的版式文件，其法律效力、基本用途、基本使用規定等與税務機關監製的普通發票相同。
4、消費者應主動查驗電子普通發票，電子普通發票可以在國家税務總局北京市税務局網站或經授權的瑞宏網查詢驗證發票信息。
5、區塊鏈電子普通發票的作用和意義
區塊鏈電子發票是利用區塊鏈分佈式賬本、加密算法等技術，保障電子發票開具、存儲、傳輸、防偽及信息安全。構建税務部門、開票方、受票方“三位一體”的電子發票新生態。實現開票方鏈上發票申領、開具、查驗、入賬等功能；實現受票方鏈上儲存、流轉和報銷；實現税務局無紙化智能税務管理，也無需購買任何專用硬件設備和專業設備，達到效率高、成本低的目的。
此次北京市開具區塊鏈電子發票，是由北京市税務局主導，東港瑞宏提供了技術支持，瑞宏網根據授權提供查詢驗證服務。該項目的實施有利於我公司區塊鏈電子發票項目的推進，有利於促進區塊鏈相關項目的發展。
目前,公司區塊鏈項目還處於起步和推廣階段，尚不能給公司整體經營業績的提升帶來顯著影響，敬請投資者注意投資風險。
