煤礦智能化發展指導意見發佈 三一國際(00631.HK)迎利好
格隆匯APP獲悉，為推動煤炭行業高質量發展，促進煤炭產業轉型升級，3月2日，國家發改委等8部門發佈《關於加快煤礦智能化發展的指導意見》(下稱《意見》)，相關部門將研究制定煤礦智能化發展行動計劃，明確智能化發展的行動方向、實施路徑和政策措施。同時，強化相關法律法規，為煤機智能化發展提供製度保障，加大政策支持力度，建立智能化發展長效機制。
《意見》提出，煤礦智能化是煤炭工業高質量發展的核心技術支撐，將人工智能、工業物聯網、雲計算、大數據、機器人、智能裝備等與現代煤炭開發利用深度融合，形成全面感知、實時互聯、分析決策、自主學習、動態預測、協同控制的智能系統，實現煤礦開拓、採掘(剝)、運輸、通風、洗選、安全保障、經營管理等過程的智能化運行，對於提升煤礦安全生產水平、保障煤炭穩定供應具有重要意義。
《意見》還提出，探索服務新模式，持續延伸產業鏈。延伸智能煤機制造產業鏈，從主要提供煤機產品向提供產品與服務改變、向提供整體解決方案轉變、向提供系統集成總承包轉變，推動製造與服務的協同發展。打造煤礦智能裝備和煤礦機器人研發製造新產業，建設具有影響力的智能裝備和機器人產業基地。到2021年，要建成多種類型、不同模式的智能化示範煤礦，初步形成煤礦開拓設計、地質保障、生產、安全等主要環節的信息化傳輸、自動化運行技術體系，基本實現掘進工作面減人提效、綜採工作面內少人或無人操作、井下和露天煤礦固定崗位的無人值守與遠程監控。
國信證券研報認為，長期看煤炭行業將維持合理盈利水平，煤機需求不悲觀。而相關煤機龍頭企業將通過科技創新構建核心競爭力，引領煤礦智能化轉型。
指導意見發佈後，煤機港機龍頭企業三一國際(00631.HK)將迎來利好。據悉，三一國際主要從事煤炭機械及港口機械業務，公司經營的煤炭機械板塊目前已經佔據行業內優勢地位，並在2018年就提出圍繞“智慧礦山”的研發創新戰略，成立了三一智礦科技有限公司，加快三一國際在感知、分析、自主決策及自動控制等智能化領域實現快速突破，加快礦山裝備板塊智慧化、無人化、電動化的產品升級推新。
三一國際高管表示，目前煤機行業智能化程度還很低，國內煤炭開採正處在機械化快速提升的過程中，其中，採煤和掘進的機械化率分別僅有78%和60%，仍有很大的提升空間。智能化是未來煤機行業的大趨勢，也是行業發展的最大機遇。公司的長期願景是逐步實現由傳統的煤機和港機設備製造商，向全球礦山和物流裝備及整體服務解決方案提供商轉型，相關支持政策的陸續出台，也將加快公司相關產品的研發推進，為公司抓住行業智能化升級機會、保持市場競爭力、實現可持續增長提供有力保障。
