阿里董事局主席張勇：數字化建設將成為新發展方向
3月2日，阿里巴巴集團董事局主席兼首席執行官張勇在杭州戰疫情促發展工作推進會上表示，“我大膽預言，疫情之後，新一代數字基礎設施建設將成為新的發展方向。”
抗擊疫情期間，杭州首創的“健康碼”已成為各地政府數字化防疫的標配，數千萬人工作生活的電子通行證。“杭州樣板”背後的“杭州速度”更令人驚歎：從餘杭綠碼上線到全國版健康碼啟動，只用7天！杭州之火迅速在全國形成燎原之勢，目前已有超過200個城市使用健康碼作為電子通行憑證。
張勇在會上説，“阿里巴巴和杭州並肩經歷了這次疫情的考驗，以健康碼為代表的數字化創新，未來一定會發揮長久廣泛的貢獻。”
繼“最多跑一次”後，杭州“數字經濟第一城”的實力在疫情中又一次得到了證明，背後則是多年來與阿里巴巴密切的數字化合作。在抗擊疫情和發展經濟的兩場仗中，阿里巴巴不僅僅捐錢捐物，更輸出數字化能力。這種開放、靈活、即插即用的數字化能力，將是未來經濟社會發展的重要基礎設施。
眼下全國各地正在陸續復工復產，阿里巴巴在調研走訪小微企業時發現，影響它們成本中排名前三的分別是房租、人工和貸款利息，其他還有原材料積壓和違約成本等因素。“其中96%的小微經營者資金缺口在100萬以下，只要給予一點支持，他們就能邁過難關，”張勇在會上呼籲，並提出貸款支持、財税補貼、創造就業等具體建議。
針對中小企業復工復產可能面臨的問題，阿里巴巴集團與螞蟻金服集團2月10日發佈《阿里巴巴告商家書》，推出六大方面20項特殊措施，支持全國中小企業應對暫時的困難，打贏疫情中的經濟仗。
《告商家書》給中小企業鼓勁，“我們要讓經濟和商業的機器轉起來，讓物資生產出來、流通起來，讓服務行業重整旗鼓，讓資金到最需要的企業手裏，讓健康人通過各種方式，踏實地上崗、上班、上學。”
3月2日的《淘寶經濟暖報》對一系列扶助措施覆盤。近一個月過去，利率八折的100億特別扶助貸款已全部發放完畢，免費“0賬期”服務預計將在4月之前為淘寶商家帶來500至1000億的現金流。
