据报内地首批专项再贷款发放 企业成本不逾1.6%
据《上海证券报》从多家银行获悉,首批专项再贷款昨日(10日)发放。不过,3,000亿元人民币(下同)额度并非是全额发放,而是根据各家银行实际使用的额度来报销领取。
根据安排,9家全国性银行总额度是2,000亿元,各省地方法人银行额度是1,000亿元。
报道指,目前首批再贷款发放进展顺利。专项再贷款发放采取「先贷後借」的报销制。目前,农发行已使用专项再贷款资金发放贷款8.05亿元,并完成向人民银行请领。国开行疫情防控专项再贷款实现授信76亿元,发放29亿元。交通银行(03328.HK)(601328.SH)已为95家疫情防控领域企业提供紧急贷款28亿元。
按照央行规定,专项再贷款期限为一年,在财政贴息後确保企业实际融资成本低於1.6%。有国有银行资金部负责人表示,事实上,贷款利率会明显低於1.6%。如果未来LPR利率再度走低,未来银行运用专项再贷款发放的贷款利率将整体显着低於1.6%。
