中核國際(02302.HK)：向蒙古首都行政法院申請行政訴訟 主張恢復勘探許可證
格隆匯1月9日丨中核國際(02302.HK)公告，截至2012年12月31日止年度內，集團與有關蒙古當局已就將會成立合營企業達成共識，以持有早在2011年申請採礦許可證(但迄今為止尚未被批准)與蒙古政府組成合營企業，蒙古政府將持有合營企業股權51%。完成成立合營企業後，集團採礦許可證連同本集團勘探及評估資產將以股東貸款方式轉撥至合營企業。於2012年6月26日簽訂採礦前期合作協議，以開展多項採礦前期活動。
集團於2014年1月接獲有關蒙古當局發出通知，當中提及合營企業預期將於2014年成立。然而，因有關蒙古當局政府官員於2014年，2017年10月及2019年6月出現調動，有關成立事宜及批准採礦許可證因而延遲。集團繼續與有關蒙古當局新政府官員磋商。於2019年12月，集團收到有關蒙古當局的通知，建議本集團就恢復申請採礦許可證有關的事項申請法院命令，原因是勘探許可證已過期。
根據集團蒙古法律顧問的建議，於2020年1月9日，公司的間接全資子公司，EmeeltMinesLLC，勘探許可證的持有人(作為申請人)，對蒙古礦產資源和石油管理局(作為答辯人)，向蒙古首都一審行政法院申請行政訴訟，主張確認答辯人未按蒙古法例規定頒發採礦許可證的不作為行動及恢復勘探許可證的有效性。訴訟約於2020年1月開始審理。考慮到勘探許可證到期前就已經開始申請採礦許可證的原因，以及本集團蒙古法律顧問的建議，管理層對集團在訴訟方面的優勢認為樂觀。
由於蒙古礦業項目尚未投入運營且未產生收入，並且天然鈾產品的市場價格一直處於較低水平，因此訴訟不會影響集團目前的正常業務運營和收入。然而，倘若訴訟結果不利於本集團或訴訟延期，集團將對勘探及評估資產(於2019年6月30日：約2.11億港元)進行減值評估，可能對集團的財務狀況和經營業績以及本集團勘探鈾礦業務的未來前景產生重大不利影響。
