首鋼股份(000959.SZ)：遷鋼公司通過全工序超低排放評估驗收
格隆匯1月8日丨首鋼股份(000959.SZ)公佈，2020年1月7日，中國鋼鐵工業協會依據國家生態環境部《關於做好鋼鐵企業超低排放評估監測工作的通知》922號文要求，對公司分公司首鋼股份公司遷安鋼鐵公司(“遷鋼公司”)通過全工序超低排放評估驗收情況進行了公示，遷鋼公司成為全國第一家，也是目前鋼鐵行業唯一一家通過全工序超低排放評估驗收的企業。現將相關情況公告如下：
2019年4月，根據國家及河北省鋼鐵工業污染物超低排放標準，及國家生態環境部等五部委聯合印發的《關於推進實施鋼鐵行業超低排放的意見》(環大氣〔2019〕35號，“《意見》”)，遷鋼公司委託生態環境部評估中心、中國環境監測總站、冶金工業規劃院等單位實施全工序超低排放評估。經過評估單位對有組織排口監測、無組織管控、清潔運輸、監測監控設施水平系統核查，遷鋼公司各項指標均達到標準要求，成為全國第一家通過全工序超低排放評估驗收的企業。
根據《意見》要求，在重污染天氣預警期間，對鋼鐵企業實施差別化應急減排措施。其中，橙色及以上預警期間，未完成超低排放改造的，燒結、球團、煉焦、石灰窯等高排放工序應採取停限產措施。重點區域內要進一步強化差別化管理，未完成超低排放改造的，在黃色預警期間，燒結、球團、石灰窯等高排放工序限產一半；在橙色及以上預警期間，燒結、球團、石灰窯等高排放工序全部停產，煉焦工序延長出焦時間，不可豁免。當預測到月度有3次及以上橙色或紅色重污染天氣過程時，未完成超低排放改造的，實行月度停產。
根據政府文件要求，全面達到超低排放並通過驗收的企業，可以自主減排，免於停限產。公司用實際行動和真實效果證明了鋼鐵生產全工序超低排放的可行性，未來在做好生產經營工作的同時，繼續堅持綠色發展，積極履行社會責任，為打贏“藍天保衞戰”做出貢獻。
