吉電股份(000875.SZ)與長江基建簽署通化縣河口綜合智慧能源項目合作意向書 項目總投資25億元
格隆匯1月7日丨吉電股份(000875.SZ)公佈，2020年1月7日，公司作為甲方與長江基建集團(01038.HK)作為乙方簽署了《通化縣河口綜合智慧能源項目合作意向書》，雙方本着平等、互利的原則，依據國家有關法律、法規和政策，經友好協商，就共同投資通化縣河口綜合智慧能源項目事宜達成以下意向：
(一)合作方式：甲乙雙方擬成立合營公司，投資建設及營運通化縣河口綜合智慧能源一期項目(包括但不限於通化縣河口綜合智慧能源一期項目)，結合區域內用户的電、熱、冷、暖等能源需求，提供能源綜合解決方案，降低用能成本，提高能源綜合利用效率，在適當時候擴建二期工程。
(二)投資規模：項目分兩期建設，總投資約人民幣25億元。一期工程預計總投資約15億元人民幣，項目建設規模能滿足居民採暖熱負荷200萬平方米、工業蒸汽230噸/小時及其他用能需求，每年上網電量4.66億千瓦時，配置裝機容量3×190t/h燃煤鍋爐及2×42MW+1×10MW背壓機，幷包括鐵路專用線、事故灰場、供水管線和供熱管網等，建設期為18個月。
二期工程規劃能滿足居民採暖熱負荷750萬平方米、工業蒸汽180噸/小時，配置裝機容量2×80MW背壓機，具體投資時間根據用熱市場實際增長而定。
(三)同步研究本項目使用天然氣取代燃煤的可行性，若最後決定將本項目所採用燃料改為天然氣，甲乙雙方擬仍按第一條合作方式共同投資該項目，並在可行性研究報告作出調整後相應調整上述第二條本項目的投資規模。
(四)本意向書有效期自協議生效之日起叁年，到期若雙方未以書面方式續約，則本協議自動終止。
公告稱，吉林省通化市通化縣藥業產業基地已形成規模，該地區對工業蒸汽及居民採暖用熱需求持續增長，國家能源局綜合司已同意吉林省將通化縣河口綜合智慧能源項目增列進吉林省十三五能源計劃民生採暖類12個項目中。
公司與長江基建簽署意向協議，開發建設通化縣河口綜合智慧能源項目，在建設一期熱電聯產機組的同時配套分佈式能源，以多能互補方式，為通化縣城區和周邊用户供應電、熱、汽、冷、水等綜合智慧能源，是調整公司產業結構的重要舉措。協議若付諸實施，有利於優化公司電源結構，提高公司整體實力，保障公司健康持續發展。
